Com base nessa premissa, esta tese irá explanar uma análise das funções das bibliotecas municipais em Portugal, como as mesmas se formaram e quais os princípios que as medeiam. Existirá uma análise referente às atividades que a Biblioteca Municipal da Covilhã e de como essa programação converge com as necessidades dos seus utilizadores. Este documento contará ainda com uma breve análise de bibliografia referente ao tema. Por fim, contará com um exercício especulativo, assente numa plataforma digital já existente, a Rede Intermunicipal de Bibliotecas das Beiras e Serra da Estrela (RIBSSE), que funciona maioritariamente como uma base de dados, de documentos e artigos que as bibliotecas possuem e como a mesma poderia ganhar outra dimensão tornando-se assim numa plataforma de divulgação de matéria produzida pelas bibliotecas, sendo assim possível ter acesso às atividades em qualquer local e hora.This dissertation is born from the analysis of news, which point to the detachment of Portuguese society in relation to the cultural consumption of each individual, and the aim is to highlight the role of libraries in forming an opposition to this paradigm, taking the library as the basis of the study. municipal council of Covilhã (Covilhã) essentially looking at cultural proposals that it presents in its cultural programming. Based on this premise, this article will explain an analysis of the functions of municipal libraries in Portugal, how they were formed and what principles mediate them. There will be an analysis regarding the activities carried out by the Covilhã municipal library and how this programming meets the needs of its users. This document will also include a brief analysis of the bibliography relating to the topic.
