Pelas dificuldades orçamentais do Governo mas também pelos novos desafios sociais emergentes do contexto de crise, os projetos de cariz social e empreendedor tornam-se fulcrais para a satisfação das necessidades dos grupos mais fragilizados da sociedade. O empreendedorismo social, promovido por organizações sem fins lucrativos, tem como objetivo propor soluções a problemas sociais de forma inovadora e sustentável, através de mecanismos que forneçam apoio ou visem a prevenção de diversas situações de fragilidade, exclusão ou carência humana e com o intuito de promover a inclusão social, bem como o desenvolvimento local. É neste contexto que se apresenta o presente trabalho final de mestrado, na forma de proposta de um projeto social para a implementação de uma rede de ligação entre instituições de apoio à terceira idade e à deficiência com instituições de apoio animal nos concelhos da Covilhã e Fundão – a Rede Vinculum Hominis Animalli (VHA) – através da realização de Atividades Assistidas por Animais (AAA) de cariz lúdico, direcionadas para os utentes das instituições. Pretende-se que esta iniciativa de caráter associativo, funcione como parte dinamizadora dos seus parceiros contribuindo, por um lado, para uma melhoria de qualidade de vida dos idosos e de outras pessoas com limitações e incapacidades e, por outro lado, para a promoção da responsabilidade social para com os animais. Para a prossecução dos objetivos do projeto, recorre-se ao trabalho de voluntários sendo, assim, um ponto essencial a ter em conta no planeamento e delineamento deste modelo organizacional, funcionando como a força motriz da rede e sem a qual o seu funcionamento será dificultado pelo que, a sua gestão tem toda a relevância. Dado o cariz inovador do projeto no contexto nacional e, por isso, o grande nível de desconhecimento e incerteza que lhe está associado, o projeto é estruturado com base num modelo organizacional elaborado a partir do modelo Canvas – modelo que permite um planeamento mais dinâmico e menos “fechado” em comparação com o “plano de negócios” - adaptado ao setor social. É com base neste modelo que são apresentadas as diversas componentes do modelo organizacional da Rede VHA. Conclui-se apresentando uma análise SWOT do projeto numa lógica de gestão do risco.In the current context of financial crisis, increase of social exclusion and the ageing of the population, the social economy is becoming increasingly essential to the functioning of society, . Both by the budgetary constraints of the Government and by the new challenges emerging from the social context of crisis, social and entrepreneurial projects become central to satisfy the needs of fragile groups of society. Social entrepreneurship, promoted by non-profit organizations, aims to propose solutions to social problems in an innovative and sustainable way, through mechanisms that provide support or prevent various situations of fragility, exclusion or human needs or with the purpose of promoting social inclusion as well as local development. It is in this context that the Vinculum Hominis Animalli (VHA) network is presented. This social project aims the implementation of a network that will link institutions that support the elderly and the disabled people with animal support institutions, in the municipalities of Covilhã and Fundão - the network - through Animal-assisted Activities (AAA) of playful nature, directed to the users of the institutions. The aim of this associative iniciative is to function as a proactive partner of the institutions envolved, contributing, on one hand, to improve the quality of life of the elderly and people with disabilities and, on the other hand, to the promotion of corporate social responsibility towards the animals. For the attainment of the goals of the project, the work of volunteers is an essential point to be taken into account in the planning of this organizational model, acting as the driving force of the network, so its management is of the utmost importance. Given the innovative nature of the project in the national context and the high level of uncertainty associated with it, the project is structured using an organizational model drawn up from the Canvas model - a more dynamic and less "closed" planning than a business plan - adapted to the social sector.
