Abstract(s)
O presente relatório decorre da realização de um estágio curricular, no âmbito do
Mestrado em Ciência Política na Universidade da Beira Interior. Este foi desenvolvido
na Câmara Municipal do Fundão, mais concretamente na Moagem – Cidade do Engenho
e das Artes, tendo como objetivo analisar a descentralização de competências em
Portugal, e o caso específico do Município do Fundão. Um dos objetivos passou por
compreender como a transferência de competências se aplicou a este concelho, e ainda
entender quais os principais desafios sentidos na autarquia. Foi possível verificar que
apesar da descentralização ser vista como fundamental para aproximar os cidadãos do
poder local e reforçar o desenvolvimento regional, a sua implementação continua a
enfrentar algumas dificuldades relacionadas com os recursos financeiros, humanos e
organizacionais disponíveis. Este estágio permitiu, também, adquirir experiência
prática, gestão administrativa, bem como análise crítica às políticas públicas, contacto
direto com o público e população do Município e uma perceção sobre o futuro do
Município, consolidando competências académicas e profissionais com alguma
relevância. Foi possível concluir que a descentralização é um instrumento importante
para a modernização do Estado e da promoção de maior coesão territorial, ainda que
precise de alguns ajustes a nível estrutural.
This report is the result of a curricular internship carried out as part of a Master's degree in Political Science at the University of Beira Interior. It was developed at the Fundão City Council, focusing on Moagem – City of Ingenuity and Arts, with the aim of analyzing the decentralization of powers in Portugal, and the specific case of the municipality of Fundão. An attempt was made to understand how the transparency of powers applied to this municipality and to understand the main challenges faced by the local authority. It was found that although decentralization is seen as fundamental to bringing citizens closer to local power and strengthening regional development, its implementation continues to face some difficulties related to the financial, human, and organizational resources available. This internship also allowed me to gain practical experience, administrative management, as well as critical analysis of public policies, direct contact with the public and population of the municipality, and an understanding of the future of the municipality, consolidating academic and professional skills with some relevance. It was possible to conclude that decentralization is an important tool for modernizing the state and promoting greater territorial cohesion, even if it needs some structural adjustments.
