Abstract(s)
As áreas rurais têm vindo a perder habitantes e as populações tornam-se cada vez
mais envelhecidas. As aldeias não são suficientemente atrativas para fixar jovens, visto que
não asseguram emprego e não têm ocupações apelativas, o que leva ao despovoamento e ao
desgaste dos espaços. Assim sendo, a prestação de serviços públicos poderá ser parte da
solução para estimular o desenvolvimento das áreas rurais. Estas têm uma diversidade de
ofertas que devem ser exploradas e divulgadas, devendo ser alvo de investimento. Os espaços
públicos bem como os privados devem ser reabilitados, visto que são a identidade de um povo
e que fazem parte de todo o património destes lugares, de forma a oferecer melhor qualidade
de vida à população.
Atualmente, a maioria dos edifícios existentes nas aldeias não respondem aos padrões
de qualidade exigidos, é importante perceber de que forma se deve intervir para se poder
reabilitar os espaços rurais e a sua envolvente construída, mantendo a identidade
arquitectónica do local. Com a proposta de reabilitação do edifício da Junta de Freguesia de
Peredo pretende-se conservar o carácter do edifício, preservar a qualidade de vida da
população, criar alguma competitividade com as cidades e preservar grande parte dos
elementos construídos de forma a consumir menores quantidades de energia na produção e
aplicação de produtos de construção.
A Junta de Freguesia possui vários espaços, porém alguns deles deixaram de ter
utilidade há muito tempo, tais como: sala médica, jardim-de-infância, associações, uma
habitação e salões de festas. A proposta de reabilitação prevê habitação para turismo, ou
para a população em caso de necessidade de realojamento temporário, bem como uma sala
polivalente, correios, sala de reuniões, e um gabinete de apoio ao cidadão (áreas que já
existem e que precisam ser repensadas). Todo o espaço exterior será igualmente tratado,
criando espaços de convívio e zonas verdes.
Em suma, é uma proposta alicerceada no passado, com as técnicas e exigências do
presente para um futuro melhor.
The rural areas have been losing residents and the populations become more and more aged. The villages aren’t appealing enough to fix young people, not assuring employment and with no appealing occupations, resulting in depopulation and the wear out of spaces. Therefore, the public services provision can be part of the solution to stimulate the rural areas development. These areas have a diversity of offers that must be explored and disclosed, and should be a target of investment. The public spaces, as well as the private must be rehabilitated, since that they are the identity of a population and that are part of the whole patrimony of this places, offering better life quality to people. Nowadays, the majority of the existing buildings in the villages do not respond to the demanding life patterns. It is important to understand in what way interventions should be made so that is possible to rehabilitate the rural spaces and its constructed environment, keeping the architectural identity of the place. With the proposal of rehabilitation of Peredo Parish Council building there is the intention to conserve the building character, preserve the life quality of the population, create some competitivity with the cities and preserve big part of the constructed elements to diminish the amount of consumed energy in the production and application of construction products. The Peredo Parish Council has various spaces, however some of them have lost there utility long ago, such as: medical rooms, kindergarten, associations, a house and party rooms. The rehabilitation proposal foresees a house for tourism, as well as a multipurpose room, post office, meeting room, and an office to citizens advice (areas that already exist and need to be thought). All the exterior space will be equally treated, creating places for social interaction and green zones. In summary, it is a proposal with its foundations in the pass and with the techniques and demands of the present for a better future.
