No presente trabalho foi executada uma metodologia para a qualificação dos
municípios da Região Centro (NUTS II) de Portugal quanto ao seu potencial para
atração de investimentos. A metodologia incluiu a elaboração de um Índice Potencial
de Atração, desenvolvido a partir da pontuação resultante de Análises de Componentes
Principais para cada uma das dimensões, e a disponibilização dos resultados
simplificados em uma plataforma em ambiente SIG interativa e de fácil utilização.
O trabalho inicia-se com uma fundamentação teórica acerca das temáticas de
Desenvolvimento Regional e Sistemas de Informação Geográfica, passando pelo papel
do Estado na promoção desse desenvolvimento, os principais fatores de atração de
investimento e o papel dos SIG em estudos regionais. Também foi feita uma breve
descrição das principais características da Região Centro e um breve apanhado
histórico. Durante os procedimentos metodológicos foram realizadas análises espaciais
para tratamento de dados geográficos, além do tratamento das variáveis estatísticas
para a aplicação da análise ACP.
Como resultados, foram obtidos os valores referentes a pontuação dos municípios nas
dimensões do índice e o seu desempenho final, a partir dos quais foi possível realizar
análises e diagnósticos. Também foram feitas sugestões para a melhoria da análise, o
ampliamento do índice e a sua possível aplicação em outras escalas territoriais.
Concluiu-se, por fim, que a metodologia sugerida apresentou resultados satisfatórios,
com adequação dos fatores escolhidos às dimensões e ao índice final. Junto as análises
e diagnósticos apresentados, o estudo tem potencial para o embasamento de estratégias
de desenvolvimento e um maior conhecimento da realidade da região através da
plataforma desenvolvida.
In the present study, a methodology was carried out to qualify the municipalities of Centro (NUTS II) Region in Portugal, regarding their potential to attract investments. The methodological procedures included the creation of a Potential Attraction Index, developed from the score resulting from a Principal Components Analysis for each one of the index’s dimensions, and the availability of simplified results on a easy and interactive GIS platform. The study begins with a theorical approach on the related themes of Regional Development and Geographic Information Systems, including the role of the State in promoting this development, the main factors for investment attraction and the role of GIS in regional studies. A brief description of the region was also made, as well as a brief historical overview. During the methodological procedures, spatial analyzes were performed to treat geographic data, in addition to the treatment of statistical variables for the PCA analysis to be performed. As results, the scores for each municipality were obtained, including their performances on each of the index’s dimensions, from which it was possible to make new analyzes and diagnoses. Suggestions were also made to improve the analysis, expand the index and its possible application in other territorial units. Finally, it was concluded that the suggested methodology presented satisfactory results, with great adherence of the chosen factors to the dimensions and the final index. Together with the analyzes and diagnoses presented, the study has the potential to support development strategies and a better understanding of the region’s reality through the developed platform for results sharing.
