- Political Participation and Web 2.0Publication . Serra, Paulo; Camilo, Eduardo; Gonçalves, GiselaDespite it being a debated issue in recent decades, there is in fact no consensus regarding the potentialities of the Internet for the strengthening of citizens’ political participation and – by extension – of democracy itself. Nonetheless, this “new medium”, and, in particular, its Web 2.0 version has become the cornerstone of communication strategies for both political parties and their candidates. Several questions emerge from the debate about the impact of the internet on political participation. First of all, the very concept of political participa- tion. Despite its importance in the theory of democracy, this concept is not always easy to define with rigor particularly when it comes to the form and boundaries of such participation. Actually, the ultimate issue is whether we are currently witnessing a “crisis of participation” or quite the contrary, the rise of alternative forms thereof. Secondly, the debate about the so-called “crisis of democracy” is also central when thinking about political participa- tion in our times. Democratic societies are experiencing a democratic deficit, to a large extend a crisis of confidence in traditional political parties, by which citizens feel misrepresented and hence alienated from righteous participation in their political destiny.

- Fale conosco! A participação dos cidadãos nos websites e facebook dos partidos políticos portuguesesPublication . Gonçalves, Gisela; Serra, PauloPartindo do principio de que a interação online entre cidadãos e atores políticos pode incrementar a participação política, este capítulo examina as ferramentas online participativas utilizadas pelos principais partidos políticos portugueses, a opinião dos responsáveis pela gestão da comunicação destes partidos e a opinião dos próprios cidadãos em relação às reais potencialidades dessa mesma participação. A partir de vários estudos, detecta-se uma falta de correspondência entra a visão dos próprios partidos sobre as suas ferramentas interativas e participativas (Facebook, Twitter, blogs, etc.) e os próprios cidadãos, visível na inexistência de padrões de diálogo ou conversação online com os cidadãos.

In fact, with the advent of the Web 2.0, the websites of the political parties started offering a wide range of tools and forms of partici- pation that allow citizens to create and share contents, and get involved in social networks.
- Online relationship management and digital participation in the political sphere: a communicative myth?Publication . Gonçalves, Gisela; Serra, PauloGrounded in relationship management and political public relations theory, this study takes a critical look at politician-citizen online relationship building in non-electoral periods. Using the example of Portuguese political parties as a case study, participatory tools available on parties’ websites, the interactive exchange observed and interviews with political communication managers are analysed to reflect on the Internet’s potential for heightening citizen participation. Main results indicate that providing information is a predominant function over promoting interaction and that political parties offer online spaces for citizens to discuss and debate online but hardly join the conversation.

Ou estará este meio a integrar outros meios, tornando-se numa espécie de hipertelevisão? É uma televisão que sobrevive ou que se renova? Que agrega ou que fragmenta? Estas são algumas das questões que colocámos na terceira edição da Conferência Televisão e Novos Meios, na Faculdade de Artes e Letras da Universidade da Beira Interior, que resulta agora neste conjunto de 17 textos que refletem as reconfigurações da televisão e das suas recentes extensões, adaptações e linguagens (parte 1) o protagonismo da ficção televisiva espalhada por um número crescente de plataformas (parte 2), a necessária reinvenção do jornalismo televisivo ante um expressivo consumo de notícias – em texto e em audiovisual – nas plataformas móveis (parte 3) e a emergência, discussão e relevância do género no contexto televisivo, desde o lugar de fala, o corpo, o feminismo, a cultura drag, até à representação da violência doméstica (parte 4).
