Abstract(s)
O nĆŗmero cada vez maior de edifĆcios devolutos espalhados por todo o mundo, tem vindo a
assumir um interesse cada vez mais significativo. Existe uma grande diversidade de
edificaƧƵes, actualmente consideradas como devolutos arquitectĆ³nicos que muitas vezes jĆ” se
encontram em ruinas, podendo ser retratados como ā escombros ā Aos edifĆcios antigos (os
que surgiram antes da generalizaĆ§Ć£o da aplicaĆ§Ć£o das estruturas de betĆ£o armado) nĆ£o sĆ³ as
obras emblemƔticas, tais como monumentos, mas tambƩm construƧƵes humildes, centros
urbanos, Ć”reas industriais, entre outros, que se distinguem pelas caracterĆsticas e valores
exibidos, nĆ£o tanto isoladamente mas sobretudo pelo conjunto.
Em Portugal, apesar de todas as variaƧƵes, esta realidade tem registado uma preocupaĆ§Ć£o e
interesse por parte da sociedade e principalmente pelo Estado, materializado pelas CĆ¢maras
Municipais e pelas InstituiƧƵes da HabitaĆ§Ć£o e da ReabilitaĆ§Ć£o Urbana, constituindo um
objectivo estratĆ©gico e um desĆgnio nacional, a que polĆtica do ordenamento do territĆ³rio dĆ”
prioridade.
Os arquitectos tĆŖm um papel importante no desenvolvimento de soluƧƵes para a revitalizaĆ§Ć£o
destes espaƧos devolutos, antes que cheguem ao estado de ruina, nomeadamente atravƩs da
sua reabilitaĆ§Ć£o, impedindo que fiquem perdidos no tempo.
O caso de estudo incide sobre um espaƧo da cidade da CovilhĆ£. Ć um exemplar desta
problemĆ”tica, pois toda a cidade alberga infindos espaƧos com caracterĆsticas envelhecidas e
com um nĆŗmero anormal de edificaƧƵes devolutas, sendo assim evidente a urgĆŖncia em
recuperar e requalificar.
Nesta conjuntura, pretende-se com esta dissertaĆ§Ć£o teĆ³rica e prĆ”tica, contribuir para a
resoluĆ§Ć£o desta situaĆ§Ć£o, atravĆ©s da apresentaĆ§Ć£o de uma proposta de reabilitaĆ§Ć£o para o
espaƧo designado por PĆ”tio dos Escuteiros, localizado no centro histĆ³rico da cidade.
The increasing number of vacant buildings scattered throughout the world, has assumed an increasingly significant interest. There is a great diversity of buildings, which are currently considered as architecturally vacant often already in ruins, can be portrayed as "rubble". Tho old buildings (those that arose before the widespread application of reinforced concrete structures) not only the embelematic, such as monuments, but also humble buildings, urban centers, industrial areas, among others, distinguished by the characteristics and values displayed, not so much individually, but rather as a whole. In Portugal, despite all the changes, this reality has registered a concern and interest by society and especially by the gouvernment, embodied by local councils and the Housing and Urban Rehabilitation Institutions, constituting a strategic goal and a national plan, that the territorial planning policy gives priority. The architects have an important role in the development of solutions for the revitalization of these vacant spaces, before they reach the state of ruin, in particular through its rehabilitation, by preventing them from being lost in time. This case study focuses on an area of the city of CovilhĆ£. It is an example of this problem, because the whole city is home to endless spaces with aged features and with an abnormal number of vacant buildings, therefore so evident in the urgency to recover and requalify. At this moment in time, it is intended with this practical and theoretical dissertation, to contribute to the resolution of this situation, by submitting a proposal to rehabilitate the designated space named āPĆ”tio dos Escuteirosā, located in the historic city center.
