| dc.description.abstract | Na década de 1990 a criação do Programa de Recuperação das Aldeias Históricas de Portugal sinalizou na região centro 12 casos. O objeto de estudo desta dissertação é um deles, o conjunto histórico de Idanha-a-Velha (concelho de Idanha-a-Nova), classificado como monumento nacional, que constitui um exemplo não desprovido de interesse científico. Contudo, o processo de salvaguarda e valorização do património revelou-se complexo, face ao despovoamento e estagnação socioeconómica, com reflexos na degradação do edificado e discrepâncias entre espaços alvo de ações de intervenção urbana (como as do Atelier 15) e espaços excluídos, dotados ao abandono. Esta dissertação estuda as políticas de reabilitação urbana em Aldeias Históricas, a nível internacional, nacional e local, esclarecendo os princípios e conceitos gerais a elas associados. Analisa as intervenções de salvaguarda do património de Idanha-a-Velha, as ações realizadas, as não concretizadas e procede ao diagnóstico urbanístico atual. Conclui-se que as cartas internacionais fixam regras e normas de ação na conservação do património histórico, sendo essencial identificar os valores materiais e imateriais a conservar. Ora, as decisões acerca das ações a adotar (tais como os materiais e técnicas, ou a adição e remoção de partes) devem ser justificadas nesses valores, pela investigação científica e em diversas especialidades. Verificou-se que a reabilitação destas aldeias é incitada pelo enquadramento legal, que contribui para proteger o património face a obras ilegais, demolições ou destruições, a exemplo da ARU de Idanha-a-Velha. Neste caso, a ação do Atelier 15 constitui um exemplo chave na salvaguarda e valorização do património. No futuro urgem ações de manutenção das obras realizadas. | por |
| dc.description.abstract | In the 1990s the creation of the Program of the Recuperation of Historical Villages of Portugal noted 12 cases in the center region of the country. The object of the research of this dissertation is one of them – the historical complex of Idanha-a-Velha (in Idanha-aNova county), classified as a national monument, which constitutes an example of devoid of scientific interest. Overall, the process of safeguarding and valorisation of the heritage proved to be complex, in the face of depopulation and socioeconomic stagnation, with reflexes on the degradation of buildings and discrepancies between the spaces which have been the target of urban interventions (as of the ones by Atelier 15) and spaces excluded and neglected. This dissertation studies the policies of urban rehabilitation in Historical Villages at international, national, and local levels, clarifying the main principles and concepts associated with them. It analyses the interventions of the safeguarding of the heritage of Idanha-a-Velha, the actions which were carried out or those which were not and proceeds with an urbanistic diagnostic of the current situation. It is concluded that international charters establish the rules and standards of action for the conservation of historical heritage, making it necessary to identify the material and immaterial values to be conserved. All the decisions of the intervention (such as the materials and techniques to be used, the addition or removal of the parts) have to be justified within these values and based on the scientific investigation within various specialties. It is verified that the rehabilitation of these villages is initiated by the legal framework that protects the heritage from illegal constructions, demolitions, or destruction, as an example of ARU de Idanha-a-Velha (Urban Rehabilitation Area of Idanha-a-Velha). The intervention by Atelier 15 is a key example of the safeguarding and valorisation of the built heritage. In the future, it is urgent to make a proper maintenance of the previous actions. | eng |
