Abstract(s)
A realização deste trabalho prendeu-se com a necessidade de melhorar a gestão informacional do reporte de notificações do GPIAAF, onde se estudou a importância da investigação de acidentes e incidentes no contexto da prevenção da sinistralidade aérea e o papel desempenhado pelo GPIAAF como autoridade responsável pela investigação de segurança em Portugal.
Estudou-se o papel contributivo que a recolha de dados de segurança através de sistemas de notificação, a sua gestão através de safety databases e a sua análise através de estudos estatísticos têm no âmbito da investigação de segurança e melhoria da segurança.
Procedeu-se a um estudo estatístico de acidentes e incidentes graves em Portugal de maneira a identificar áreas críticas na operação aérea em Portugal e conhecer características destes eventos. Este estudo permitiu ter uma visão geral do estado da investigação e sinistralidade aérea Portuguesa e reforçar a importância de investigação de acidentes e incidentes.
Estudou-se a viabilidade de uma proposta de melhoria de gestão informacional de reporte de notificações online através da utilização de uma base de dados com o intuito de simplificar o estruturamento e análise de informação facilitando a realização de estudos estatísticos. Deram-se os primeiros passos no desenvolvimento desse sistema através da apresentação do modelo estrutural de informação e entrada de dados, que poderá servir de ponto de partida para um futuro desenvolvimento e implementação da ideia proposta.
This dissertation was due to the necessity of improving the management of information regarding incident reporting notifications of GPIAAF (the Portuguese entity dealing with the investigation and prevention of aircraft accidents), being studied the importance of aircraft accident and incident investigation regarding GPIAAF’s role as an air accident investigation authority in Portugal. A look was taken on the contributive role that the gathering of safety data through notification systems, the management process through safety databases with an analysis by statistical studies have in safety investigation. A statistical analysis was made of air accidents and incidents in Portugal with the purpose of identifying critical areas in Portugal’s air operations and to get to know the characteristics of such events that might be relevant in terms of a statistical use. This analysis allowed to have a broader perspective in the matter of safety investigation and accident rates in Portugal as well as reinforcing the importance of air accident and incident investigation. A study was made about the viability of a proposal to improve the management of information regarding incident reporting notifications through the use of safety databases with the purpose of simplifying the gathering and analysis of safety data, making it easier to carry out statistical studies. The first steps into making this proposal were made by presenting the structured information model and inputs.
