Abstract(s)
Procura-se, neste trabalho, analisar os fenómenos de desemprego e precariedade e como este afetam
diariamente milhares de jovens portugueses e as políticas de emprego que são a resposta do governo
a esta problemática.
Segundo dados da Organização Internacional do Trabalho existem na Europa 17,4 milhões de
desempregados e são os jovens quem mais sofre com este dilema (mais de 6 milhões de
desempregados). Aliado a este problema emerge um outro, o da precariedade galopante, segundo
dados da Organização Internacional do Trabalho, o trabalho precário jovem duplicou desde o início da
crise (2008), representando hoje mais de 50% dos empregados nesta faixa etária.
O objetivo geral deste estudo centra-se não só na problemática do desemprego/precariedade juvenil,
mas também na importância das respostas dadas pelo governo central através das políticas públicas
de emprego e a efetividade dessas respostas.
A urgência deste debate é cada vez mais premente principalmente numa altura em que os jovens
convivem diariamente com a precarização das relações e dos vínculos laborais, que reduzem a
segurança laboral, adiando em muitos casos a sua inserção na vida adulta, na sua independência. Em
tempos de crise estes problemas agravam-se, criando um problema que o estado tem dificuldade em
lidar e as respostas parecem ser escassas, além de desarticuladas e descontinuadas. Como resolver
esta questão? Este trabalho levanta pistas já trilhadas por outros autores que lembram que existe
sempre uma alternativa, desde que haja vontade de mudar.
In this work I analyze the phenomena of unemployment and insecurity and how this affects daily thousands of Portuguese youth and employment policies are the government's response to this issue. According to data from the International Labour Organisation in Europe there are 17.4 million unemployed are young people who suffer most from this dilemma (over 6 million unemployed). Allied to this problem another emerges, that of rampant insecurity, according to the International Labour Organization, the precarious young has doubled since the beginning of the crisis (2008), now representing over 50 % of employees in this age group. The aim of this study focuses not only on the issue of unemployment/job insecurity youth but also the importance of the answers given by the central government through the public employment policies and the effectiveness of these responses. The urgency of this debate is increasingly pressing especially at a time when young people live daily with the casualization of labor relationships and bonds that reduce job security, in many cases delaying their entry into adulthood, their independence. In times of crisis these problems worsen, creating a problem that the state has difficulty coping and the answers seem to be scarce, and disjointed and discontinued. How to solve this issue? This work raises clues already threshed by other authors who remember that there is always an alternative, provided there is a willingness to change.
