Abstract(s)
Um dos grandes paradoxos nas sociedades ocidentais que têm definido o valor da
igualdade como um dos seus princípios organizadores é a permanência de discriminação
objetiva contra grupos minoritários mesmo tendo estas sociedades instituído normas
que condenam firmemente a expressão de preconceito e as atitudes racistas. Por
conseguinte, reconhece-se a necessidade de concretizar estratégias de combate à
discriminação racial e de compreender o contributo da comunicação estratégica nas
forças de segurança para alcançar este desiderato.
O presente estudo pretendeu avaliar a atividade regularmente exercida pelas forças de
segurança, nomeadamente a comunicação estratégica na difusão da cultura
organizacional, da imagem e da identidade organizacional. Para a sua consecução foi
formulada a questão de investigação: “As estratégias de comunicação desenvolvidas
pelas forças de segurança contribuem para prossecução dos objetivos organizacionais
sobre a igualdade e contra a discriminação racial?” A partir de uma metodologia de
natureza qualitativa, e tendo como ponto de partida o estudo teórico-conceptual, é
realizado um estudo exploratório, baseado na análise documental, tendo como corpus
de análise artigos noticiosos da imprensa online e publicações nas redes sociais das
forças de segurança; e baseado na entrevista aos elementos representativos das forças de
segurança nas áreas de comunicação, de direitos humanos e de policiamento
comunitário.
Foram primeiramente operacionalizados os conceitos relevantes para efeitos de
enquadramento e compreensão do assunto em estudo, e em seguida procedido à análise
dos dados compendiados resultantes da recolha documental de conteúdos noticiosos e
de publicações nas redes sociais institucionais relacionadas com a discriminação racial
nas forças de segurança e das entrevistas por elementos com conhecimento e interesse
nas estratégias de comunicação das forças de segurança, com o intuito de alcançar o
objetivo do trabalho e de responder ao problema anteriormente referido.
Em conclusão, a comunicação estratégica das forças de segurança sobre a igualdade e
contra a discriminação racial sofreu mudanças nos últimos anos. Observa-se uma maior
consciencialização, intolerância e responsabilização dos elementos policiais
relativamente a condutas discriminatórias e uma tendência das estratégias de
comunicação no ambiente digital na difusão da imagem institucional para as diferentes
formas de discriminação e desigualdade. A par, da promoção da inclusão social e da prevenção criminal nas ações de policiamento de proximidade, que permitem
desenvolver uma relação de confiança entre as forças de segurança e o cidadão. Deste
modo, observa-se que as estratégias de comunicação desenvolvidas pelas forças de
segurança na difusão da cultura organizacional, da imagem e da identidade
organizacional contribuem para prossecução dos objetivos organizacionais sobre a
igualdade e contra a discriminação racial.
One of the great paradoxes in societies that have defined the value of equality as one of their organizing principles is the permanence of objective discrimination against minority groups even though these societies have instituted norms that firmly condemn the expression of prejudice and racist attitudes. Therefore, the need to implement strategies to combat racial discrimination and to understand the contribution of strategic communication in the security forces to achieve this goal is recognized. This study aimed to evaluate the activity regularly carried out by the security forces, namely the strategicl communication in the diffusion of organizational culture, image and organizational identity. To achieve this, was formulated the investigation question "Do the communication strategies developed by the security forces contribute to the pursuit of organizational objectives on equality and against racial discrimination?" Using a methodology of a qualitative nature, and taking as a starting point the theoreticalconceptual study, an exploratory study is carried out, based on documentary analysis, using as a corpus of analysis news articles from the online press and publications on the social networks of the forces of security; and based on interviews with representative elements of the security forces in the areas of communication, human rights and community policing. The relevant concepts were first operationalized for the purpose of framing and understanding the subject under study, and then proceeded to the treatment of the data resulting from the documentary collection of news content and publications in institutional social networks related to racial discrimination in the security forces and interviews of elements with knowledge and interest in the communication strategies of the security forces, in order to achieve the objective of the work and to respond to the problem mentioned above. In conclusion, the strategic communication of the security forces on equality and against racial discrimination has undergone changes in recente years. There is a greater awareness, intolerance and accountability of the police elements regarding discriminatory conduct and a trend of communication strategies in the digital environment in the diffusion of the institutional image for the different forms of discrimination and inequality. In addition, the promotion of social inclusion and criminal prevention in proximity policing actions, which allow the development of a relationship of trust between the security forces and the citizen. It is observed that the communication strategies developed by the security forces in the diffusion of organizational culture, image and organizational identity contribute to the pursuit of organizational objectives on equality and against racial discrimination.
