Abstract(s)
A necessidade de um desenvolvimento sustentável dos centros urbanos colocou a mobilidade
como um dos vetores mais importantes e urgentes a ter em conta nas ações a desenvolver
nas cidades. A sensibilização da população e a implementação de medidas em meio urbano
com vista a potenciar a circulação com recurso a modos suaves, onde se inclui a bicicleta, é
assim uma prioridade das políticas atuais de transportes.
Neste contexto, o trabalho apresentado tem por objetivo abordar a utilização dos Sistemas
de Informação Geográfica (SIG) no processo de criação de um instrumento de apoio ao
conhecimento, compreensão, planeamento e gestão do espaço público, nomeadamente para
identificação das áreas das cidades com maior potencial ciclável da rede viária existente,
possibilitando assim a definição de prioridades de atuação no espaço público.
O instrumento proposto recorre a 3 tipos de análises em ambiente SIG (espacial, de redes e
multicritério), combinando dados no formato vetorial e raster de 3 variáveis (polos geradores
de viagens, densidade populacional e rede viária) para obter mapas de potencial ciclável da
rede viária.
O instrumento foi aplicado à rede viária do concelho da Covilhã, tendo permitido identificar
as vias com potencial ciclável para a utilização de bicicletas tradicionais e elétricas. Os
resultados permitiram concluir que 23% da rede viária total do perímetro urbano apresenta
potencial para o uso da bicicleta tradicional e 34% para a bicicleta elétrica.
A identificação das vias com efetivo potencial ciclável permite uma melhor afetação dos
recursos humanos e financeiros das autoridades responsáveis pelo espaço público e o efetivo
aumento da prática de andar de bicicleta, contribuindo para a sustentabilidade urbana dadas
as vantagens ambientais, económicas e sociais associadas.
The need for a sustainable development of urban areas has placed mobility as one of the most important and urgent directions to consider in the actions to be developed in cities. Awareness of the population and the implementation of measures to promote circulation using soft modes, including cycling, is therefore a priority of current transport urban policies. In this context, the present work aims to address the use of Geographic Information Systems (GIS) in the creating process of an instrument to support the knowledge, understanding, planning and management of the public space, through the identification of urban areas with the greatest cycling potential of the existing road network. The identification of these areas enables the definition of intervention priorities in the public space. The proposed instrument uses 3 types of analysis (spatial, network and multicriteria) that are performed in a GIS environment to combine vector and raster data of 3 variables (travel generator poles, population density and road network) in order to obtain cycling potential maps of road networks. The instrument was applied to the Covilhã city road network to identify the segments with cycling potential for the use of traditional and electric bicycles. The results allowed to conclude that 23% of the total road network of the urban perimeter presents potential for the use of traditional bicycle and 34% for electric bicycle. The identification of segments with effective cycling potential allows a better allocation of the human and financial resources of the authorities responsible for the public space and the effective increase of the practice of cycling, contributing to the urban sustainability given the associated environmental, economic and social advantages.
