Abstract(s)
A diminuição da mortalidade e da natalidade tem-se traduzido, em Portugal, no
progressivo envelhecimento da população. Ao mesmo tempo, o aumento da
esperança média de vida reflecte uma melhoria do nível de saúde dos portugueses,
desde os últimos 40 anos.
Porém, e apesar de uma maior exigência na qualidade e quantidade de serviços de
saúde, verificam-se ainda carências fundamentalmente no que diz respeito aos
cuidados de saúde e apoio social em situações de convalescença, de média e de
longa duração, que decorrem de um maior número de pessoas com doenças crónicas
incapacitantes.
Se por um lado a esperança de vida aumenta e a mortalidade diminui, por outro lado
surge a necessidade de dar resposta a estas novas realidades. A resposta a estas
necessidades deve, portanto, ser ajustada a cada diferente grupo alvo.
A Rede Nacional de Cuidados Continuados Integrados, foi criada com o objectivo de
promover a qualidade de vida e consolidação de uma sociedade mais solidária,
prevenindo, reduzindo e adiando as incapacidades
Estes objectivos pressupõem a instituição de um modelo de intervenção integrado e
articulado entre o sector da saúde e a segurança social, envolvendo a participação e
colaboração da sociedade civil e do Estado.
Assim, este trabalho, tenta compreender em que medida a etapa inicial de
planeamento e implementação da RNCCI e das suas das experiencias piloto se
aproxima dos princípios definidos no modelo, e tem como finalidade a caracterização
da situação actual e o grau de desenvolvimento da RNCCI.
The reduction of mortality and nativity has been expressed, in Portugal, in the gradual aging of the population. At the same time, the increase of the average hope of life reflects an improvement of the Portuguese health level, since the last 40 years. However, and although a bigger requirement in the quality and amount of health services, there are still lacks in what concerns to the health-care and social support in situations of convalescence, average and long duration, because of the increasing number of patients with chronic and incapacitate illness. If in one way the life hope increases and mortality attenuates, on the other hand appears the necessity to give an answer to these new realities. The answer to these needs must, therefore, be adjusted to each different target group. The National Net of Integrated Continued Cares, was created with the goal to promote the quality of life and consolidation of a more responsible society, preventing, reducing and postponing the incapacities These goals estimate the institution of an integrated model, articulated with the health sector and the social security, involving the participation and contribution of the civil society and the State. Therefore, this work, tries to understand how the initial stage of planning and implementation of the RNCCI, approaches to the principles defined in the model, and has as purpose the characterization of the current situation and the degree of development of the RNCCI.
