A dissertação tem por tema os dispositivos de assistência e a sua função na inclusão ou re-inclusão social de pessoas portadoras de deficiência em Timor-Leste. Os dispositivos de assistência, como a bengala, a cadeira de rodas ou os óculos, em teoria proporcionam uma maior autonomia e promovem participação na vida social. A abordagem a esta matéria está enquadrada na temática mais vasta que é a condição de pessoas portadoras de deficiência (principalmente física) em Timor-Leste, no seu meio tradicional e no ambiente de serviços médicos e de reabilitação. A pesquisa, de caráter qualitativo, envolveu trabalho de campo em Timor-Leste, onde foram conduzidas entrevistas com pessoas com deficiência, profissionais especialistas na área sob consideração, sessões de focus group, e observação. Temas incluíram o quotidiano das pessoas com deficiência, aspetos culturais e estigmatização, oportunidades de envolvimento nas atividades sociais, formação, emprego e rendimento. O trabalho realizado permitiu compreender as vantagens e desafios na utilização dos dispositivos de assistência e a sua função na inclusão e na re-inclusão social dos deficientes em Timor-Leste. Assinalam-se constrangimentos, tais como a falta de todo o tipo de recursos para atender aos deficientes, a vastidão e a geografia difícil do território nacional, e as caraterísticas de edifícios e lugares públicos que impedem o acesso a pessoas que usam certos dispositivos de assistência. Estes dispositivos revelam-se estigmatizantes nalgumas situações. Contudo, no panorama geral, os dispositivos contribuem para a inclusão social. Aconselha-se o alargamento dos serviços e dos recursos a disponibilizar às pessoas com deficiência, assim como uma maior divulgação junto da população de informação sobre a deficiência.
This M.A. thesis focuses on assistive devices and their function in the inclusion or re-inclusion of persons with disabilities in Timor-Leste (East Timor). Assistive devices, such as crutches, a wheelchair or glasses, in theory promote autonomy and participation in social life. This subject is considered in the broader context of the condition of persons with a disability (in particular, a physical disability) in Timor-Leste, in their traditional or daily environment and in the context of the medical and rehabilitation services. The research, of a qualitative character, involved interviews with disabled people and with professional workers in this field, focus group sessions, and observation. Points of attention were daily life of disabled people, cultural aspects, stigmatization, the opportunity of participation in social activities, schooling, work, and income. This research offered insights into advantages and challenges of the use of assistive devices, and their function in the inclusion and re-inclusion of disabled people in Timor-Leste. Major constraints are the dearth of financial and human resources to tend to handicapped people, the vastness and the complex geography of the national territory, and the characteristics of buildings and public areas which hamper the access to people who use certain types of assistive devices. Moreover, these devices may be stigmatizing. However, in general, it was concluded that the devices contribute to social inclusion. Recommendations, in particular to the government of Timor-Leste, include the extension of services and resources for disabled persons and a more effective spread of knowledge among the population about the topic of disability.
