Abstract(s)
A teoria da estrutura de oportunidades políticas, o nosso objeto de estudo, é
frequentemente utilizada no estudo da emergência e do desenvolvimento dos
movimentos sociais. No entanto, este modelo teórico revela-se apropriado para o
estudo da participação política, nas suas várias modalidades, individuais ou em grupo.
A participação política, por sua vez, assume uma importância acrescida numa
democracia que procura consolidar-se e elevar-se para lá da existência de eleições
periódicas. A teoria da estrutura de oportunidades políticas pode, futuramente, ajudar
a perceber de que forma o sistema político português permite que os cidadãos
participem, e quais são os incentivos e os constrangimentos à participação política em
Portugal.
Relacionamos os conceitos de democracia, qualidade da democracia, participação
política, participação não eleitoral e movimentos sociais, fundamentais para uma
revisão de literatura da teoria, consolidando os principais autores, definições,
dimensões e críticas feitas à estrutura de oportunidades políticas.
Concluímos que a teoria da estrutura de oportunidades políticas é aplicável ao contexto
português, deixando duas sugestões – “oportunidade política para a participação não
eleitoral” e “descentralização institucional e participação política” – e adiantando
algum conteúdo teórico para investigação futura.
Political opportunity structure theory, our study object, is frequently used in the study of the emergence and the development of social movements. However, this theoretical model proves to be appropriate for the study of political participation, in its variety of modalities, individual or in group. Political participation, in its turn, takes an added importance in a democracy that seeks to consolidate itself and rise beyond the existence of periodic elections. Political opportunity structure can, in the future, help to understand how the Portuguese political system allows its citizens to participate, and which are the incentives and constraints to politic participation in Portugal. We related the concepts of democracy, quality of democracy, political participation, non-electoral participation and social movements, concepts that are fundamental to a literature review of the theory, consolidating the main authors, definitions, dimensions and critics made to political opportunity structure. We conclude that political opportunity structure theory is applicable to Portuguese context, and we leave two suggestions – “political opportunity for non-electoral participation” and “institutional decentralization and political participation” – advancing with some theoretical content, for further investigations.
