Como se carateriza o perfil de recrutamento dos ministros liberais? Em que medida
a sua experiência educativa e profissional é distintiva? Estarão as principais linhas
ideológicas dos partidos liberais refletidas no perfil dos seus governantes? Esta
dissertação procura responder a estas questões, recorrendo a uma análise comparativa
das caraterísticas educativas e profissionais dos ministros de governos liberais e de
governos não liberais. Para o efeito, foram tidos em conta os ministros de todos os
governos liberais de países da União Europeia, entre 2000-2020.
Através de uma pluralidade de dados primários (sítios e currículos oficiais dos
governos e dos seus atores) e dados secundários (fontes biográficas e jornalísticas),
apresenta-se uma análise estatística descritiva que permite diferenciar estes dois perfis
num conjunto de indicadores relativos às suas credenciais educativas e profissionais.
Os resultados revelam que os governos liberais tendem a diferenciar-se
essencialmente no que diz respeito às credenciais ligadas à área económica. Quando
comparados com governos de outros partidos, ministros de governos liberais detêm mais
formações e profissões em áreas económicas. Noutros aspetos relevantes, como a
importância do ensino privado ou das profissões liberais, essa diferença não se verifica.
How is the recruitment profile of liberal ministers characterized? To what extent is their educational and professional experience distinctive? Are the main ideological lines of the liberal parties reflected in the profile of their rulers? This dissertation seeks to answer these questions, using a comparative analysis of the educational and professional characteristics of ministers of liberal governments and non-liberal governments. To this end, the ministers of all the liberal governments of European Union countries between 2000-2020 were taken into account. Through a plurality of primary data (sites and official curricula of governments and their actors) and secondary data (biographical and journalistic sources), a descriptive statistical analysis is presented that allows to differentiate these two profiles in a set of indicators related to their educational and professional credentials. The results show that liberal governments tend to differ essentially with regard to credentials linked to the economic area. When compared to governments of other parties, ministers of liberal governments hold more training and professions in economic areas. In other relevant aspects, such as the importance of private education or the liberal professions, this difference is not the verified.
