Abstract(s)
No âmbito da mais recente evolução urbana e sociológica, a prevenção da gentrificação é um fenómeno catalisador, sobre um processo que depende da sustentabilidade do desenvolvimento urbano-económico e político, como se verifica, quer em cidades dos Estados Unidos da América, nomeadamente em São Francisco e Chicago, quer na União Europeia como por exemplo em Berlim, Paris ou Istambul.
Por gentrificação entende-se o processo de valorização de um determinado bairro de uma cidade, deslocando os seus moradores para outros sítios, por deixarem de ter poder económico em acompanhar esta dinâmica, sem capacidade para aí continuar a residir. O aumento de fenómenos como a segregação sócio urbanística, acompanham a fragmentação da sociedade neolibral atual, produzindo cidades como lugares de inovação, mas paradoxalmente, como lugares de tensão e de confronto cultural. O conceito social está associado a várias vertentes da cidade que estão atualmente no topo da agenda à escala global. Verifica-se, pois, uma disputa mediática em torno do termo "social" que poderá consequentemente esvaziar-se de sentido, tal como aconteceu com o termo "sustentabilidade", ainda que ambos continuem a dar visibilidade a caminhos alternativos, quer na arquitetura, quer à escala da cidade. Consequentemente, a arquitetura ligada a estes conceitos, poderá ser descrita como tendo dimensões temporais variáveis. Por outro lado, a crescente proliferação cultural de projetos de arquitetura temporários, tem vindo a redefinir as expectativas contemporâneas, em que o Tempo persiste como uma definição da arquitetura, isto é, a forma e o significado da impermanência ou da permanência. Para colmatar esta lacuna e face ao exposto, visando a definição de gentrificação (como processo de valorização de um determinado bairro), esta dissertação tem como objetivo a elaboração de uma proposta arquitetónica e urbanística de restruturação para um vazio urbano, num quarteirão, no bairro de Kreuzberg, localizado no centro da cidade de Berlim. É baseada num concurso de arquitetura promovido pela “ARCHmedium”, para tentar relacionar com a impermanência no desenvolvimento do quarteirão. Neste contexto foi necessário redefinir os modos coletivos e temporários enquanto um complexo agrupado que integra os edifícios e o espaço envolvente. Historicamente, a área do caso de estudo constituiu um bairro cujo extrato social correspondia a imigrantes pobres. Contudo, é atualmente por excelência um local interessante de foco artístico e boémio, considerado parte integrante de um dos principais enclaves do poder e da cultura na Europa, na maior cidade da Alemanha. Este bairro é um dos principais focos artísticos e exemplo marcante da resiliência multicultural da cidade. Entre outros aspetos, verificou-se a necessidade de implementar uma residência de estudantes e unidades de habitação complementadas com espaços coletivos, unidos aos elementos naturais existentes, para dar destaque ao rio Spree.
Under the context of the latest urban sociological evolution, preventing gentrification is a catalyst phenomenon on a process that depends on the sustainability of urban-economic and political development, as reflected both in countries like the United States of America, particularly in San Francisco and Chicago, and in European Union such as Berlin, Paris or Istanbul. By gentrification, what it means is the valuation process of a particular neighborhood within a city, by displacing its residents to other locations, for no longer having economic power to keep up this dynamic without the capacity to remain residing there. The increase of phenomena such as the socio-urban segregation, accompany the fragmentation of current neoliberal society in the cities as places of innovation, but instead as focal points of tension and cultural clash. The social concept is associated with various aspects cities and it’s currently at the top of the agenda. There is a dispute in the media over the term “social” which could consequently devoid it of meaning, as it happened with the term “sustainability”. However, both present alternative ways either in architecture or to the city scale. Consequently, architecture can be described as having variable temporal dimensions. On the other hand, the increasing cultural proliferation of temporary projects has come to re-define contemporary expectations, in which Time persists as a definition of architecture, that is, the form and meaning of impermanence or permanence. In order to close this gap and in view of the above, aiming at the definition of gentrification (as a appreciation process of a specific neighborhood), this dissertation also has as goal the elaboration of a proposal in the scope of the architecture contest promoted by Archmedium to try to relate with the absence of a development and reconstruction proposal for the Kreuzberg district, located in Berlin’s city center. In this context, it is necessary to redefine the collective and temporary modes as a clustered complex that integrates buildings and the surrounding area. Historically, the area of the present case study constituted a district, whose demographic corresponded to that of poor immigrants. In the present day, however, it is a focal point of artistic and bohemian expressions and it’s considered by many to be one of the main enclaves of Europe’s power and culture, in Germany’s the largest city. The intervention area is currently an urban (intervention) void, for which the current proposal will inside on the rebuilding of the block. Among other things there was a need to implement a student residence and housing units complemented by collective spaces attached to existing natural elements, such as the river Spree.
