Abstract(s)
A missão da empresa Infraestruturas de Portugal, SA (IP), tem como objetivo principal a
disponibilização de condições para a eficiência, competitividade e sustentabilidade do
transporte terrestre. Neste contexto, e atendendo ao estudo desenvolvido para o transporte
rodoviário, o principal objetivo do trabalho elaborado pretende colmatar uma lacuna na gestão
do transporte ferroviário, através da definição de uma matriz de avaliação de prioridades de
concretização de intervenções de proximidade nas infraestruturas ferroviárias.
A metodologia adotada, após uma extensa recolha de atividades em diferentes áreas de
intervenção permitiu a definição de uma hierarquia de prioridade, através de um processo
iterativo, abarcando a visão estratégica das diferentes unidades orgânicas que se conjugam
para a consecução dos objetivos gerais da empresa. Esta priorização de atividades,
considerando citérios técnicos e não técnicos, permitiu a definição de uma metodologia de
seleção das que apresentavam maior potencial para o cumprimento dos objetivos estipulados
para um prazo temporal de cinco anos, ferramenta essencial no apoio à decisão na alocação
eficiente dos recursos financeiros da empresa.
A priorização definida foi utilizada numa análise multicritério de um caso real, enquadrado
dentro das competências e necessidades da IP S.A., e permitiu a definição de um conjunto de
intervenções consideradas fundamentais do ponto de vista técnico e justificadas do ponto de
vista económico, permitindo uma afetação de recursos financeiros mais eficiente, traduzido
numa redução de cerca de 40% de atividades consideradas não fundamentais. A metodologia
desenvolvida apresenta potencial para ser adaptada a diferentes cenários (nomeadamente
orçamentais) e aplicabilidade em futuros planos
O trabalho apresentado representa a primeira iteração de uma metodologia a monitorizar e
avaliar em futuras revisões de planos de intervenções de proximidade, que permita a sua
fundamentação cientificamente e aumentar o seu grau de eficiência para que cumpra os
objetivos de reforçar as condições de segurança e a melhoria dos níveis de fiabilidade e
qualidade de serviço prestado aos clientes.
The Infrastructures of Portugal, S.A. (IP) company´s mission is to provide optimal conditions regarding efficiency, competitiveness and sustainability of all land transport. In this context, and since this study has been developed for road transportation, the primary goal of this work intends to fill the gaps regarding rail transportation management, by establishing an evaluation matrix regarding priorities when intervening around railway infrastructures. The adopted methodology, after an extensive collection of activities and data from different areas of intervention, allowed for a definition of a priority hierarchy, through an iterative process, covering the strategic visions of the various departments that came together to achieve the overall objectives of the company. This prioritization of activities, when considering all the technical and non-technical criteria, allowed for the definition of a selection methodology that end up presenting the greatest potential when it comes to meet the objectives, when given a five years´ timetable, and those results become an essential tool for supporting decisions such as the most efficient allocation of the company´s financial resources. This defined prioritization was used in a multi-criteria analysis of a real case, framed within the skills and needs of IP S.A., and allowed the definition of a set of interventions considered fundamental from a technical point of view and also justified from an economical point of view, allowing an allocation of financial resources more efficiently translated as a reduction in noncritical activities of about 40%. This developed methodology has the potential of being adaptable to different scenarios (mainly regarding budgets) and applicability in various future plans. The work presented is the first iteration of a methodology, to be monitored and assessed in future revisions of the proximity intervention plans, allowing its scientific reasoning and to increase its efficiency in order to fulfill the objectives of strengthening safety conditions while improving reliability and quality of the service provided to customers.
