Abstract(s)
As regiões rurais do interior do país têm assistido a um dramático declínio da
população, com efeitos que se fazem sentir nas mais variadas áreas do quotidiano das
populações e que funcionam como um círculo vicioso que está a contribuir para a crescente
degradação do equilíbrio territorial destas áreas, já por si bastante desfavorecidas. Nestes
territórios o empreendedorismo surge como um fator de mudança e crescimento que permite
introduzir novas combinações de mercado, de produto ou de inovação. Estas circunstâncias
tornam evidente a necessidade de dinamização da atividade empresarial através de
programas de apoio especificamente direcionados para estes territórios.
Todavia, vários autores criticam a eficiência dos programas governamentais, assim
como a sua eficácia em prestar assistência a quem a procura. Para além da criação de
programas e medidas de apoio e incentivo ao empreendedorismo, é necessário tentar medir o
seu impacto real e dar atenção aos resultados obtidos.
Pretendeu-se, assim, com este trabalho analisar a operacionalização do projeto
CIMPIS-Empreendedorismo, avaliar os seus resultados e sugerir algumas medidas corretivas de
forma a poder contribuir para a melhoria da eficácia de iniciativas deste género. Para isso,
procedeu-se numa primeira fase, a uma pesquisa de base teórica no sentido de fazer o
levantamento dos conceitos mais relevantes e das tendências dentro da temática do
Empreendedorismo. Na parte prática procedeu-se à análise da operacionalização do projeto
CIMPIS-Empreendedorismo e à análise e caracterização dos participantes em duas fases, que
corresponderam também a duas fontes de informação distintas: (i) fontes documentais,
nomeadamente fichas de inscrição e currículos e (ii) inquéritos aos participantes. Verificou-se
que apenas metade dos participantes tinha as suas expectativas alinhadas com os apoios que
iriam de facto ser concedidos pelo projeto e que algumas características inerentes aos
empreendedores e ao seu perfil podem ter influenciado o sucesso ou insucesso da sua
participação no projeto, entre elas, a idade e o género dos promotores, a educação e a área
de formação. A questão do Empreendedorismo de necessidade versus Empreendedorismo de
oportunidades pode ser uma explicação para o alto número de desistências. Os motivos mais
apresentados para a desistência do projeto foram falta de tempo e indisponibilidade no dia
das sessões, a falta de financiamento, a falta de maturidade da ideia e questões familiares.
Por último, com base nos resultados e avaliação do projeto CIMPISEmpreendedorismo,
foram desenvolvidas algumas sugestões de melhorias com vista à
operacionalização de futuras edições ou de programas de cariz similar.
Rural areas have been experiencing a dramatic population decline with numerous effects on various aspects of the population’s daily lives, working as a vicious circle and enhancing the increasing territorial balance degradation of this areas, already quite deprived. In this regions, entrepreneurship arises as a change and growth factor that allows new market, product or innovation combinations. This circumstances clearly pinpoint the need to promote entrepreneurial activity through support programs specifically focused on this regions. However, some scholars criticize governmental programs’ efficiency, as well as their effectiveness on assisting the population. In addition to the creation of entrepreneurship programs and support measures, there’s the need to pay attention to their results and measure their real impacts. Therefore, with this paper, it was intended to analyse “CIMPIS-Empreendedorismo” project, evaluate its results and suggest some corrective measures contributing to the improvement of similar projects and initiatives. For this, in a first stage, there was a theoretical research aiming to survey relevant concepts and trends on entrepreneurship. In the empirical section there was a review of the project’s operationalization and its participants in two steps that corresponded to two different information sources: (i) documentary sources, namely the registration forms and the participants’ CVs, and (ii) surveys to the participants. It was found that only half of the participants had their expectations aligned with the support that would be granted by the project and that some personal traits and other characteristics inherent to the participants may have influenced the success or unsuccess of their participation on the project, including their age, gender and their level and field of education. The opportunity and necessity entrepreneurship issue may be an explanation to the high dropout rates. The most mentioned dropout reasons were the lack of time and unavailability on the session days, the lack of funding, the low maturity of the idea, and family issues. Lastly, based on the “CIMPIS-Empreendedorismo” evaluation results were developed some suggestion to improve the operationalization of future editions of the project or similar initiatives.
