Abstract(s)
Considerando que os pavimentos aeroportuários se encontram constantemente sujeitos a ações que contribuem para a redução da sua qualidade, e que os mesmos desempenham um papel importante para uma operação segura, eficaz e eficiente do complexo aeroportuário, o acompanhamento do seu estado e o planeamento da sua conservação constituem duas grandes preocupações das entidades responsáveis pela gestão da infraestrutura.
Tendo em vista uma gestão sustentada dos pavimentos aeroportuários, o trabalho apresenta uma descrição das principias componentes de um Sistema de Gestão de Pavimentos Aeroportuários (SGPA), o procedimento necessário para a obtenção do Pavement Condition Index –PCI (D5340 – 12), segundo a sua última atualização, e duas abordagens de auscultação dos pavimentos: levantamento tradicional (a pé) e levantamento em veículo com recurso a protótipo equipado com dispositivos de varrimento laser e de captação e registo de dados de imagem e de georreferenciação.
Os princípios e metodologias descritos foram aplicados no desenvolvimento das fases de inventário, levantamento do estado, preparação da base de dados e avaliação dos pavimentos de um SGPA adaptado à realidade Cabo-verdiana.
As operações desenvolvidas, o tratamento dos dados e os resultados obtidos pelas duas abordagens de auscultação dos pavimentos, permitiram concluir que a utilização do sistema desenvolvido é viável e que este pode ser usado no processo de tomada de decisão relativo a investimentos nos pavimentos das infraestruturas que compõe o Sistema de Aviação Civil de Cabo Verde.
Given that airport pavements are constantly being subjected to factors which reduce their quality and undermine their durability, and considering their importance in assuring the safety and efficiency of an airport complex, studying their state of condition and planning for their conservation is of the utmost importance for the entities which are responsible for managing airport infrastructure. Having sustainable management of airport pavements as a goal, this thesis presents a description of the main components of an Airport Pavement Management System (APMS); the necessary procedure for obtaining the Pavement Condition Index –PCI according to its last update (D5340 – 12); and two assessments on pavements inspection: traditional visual inspection (on foot) and in-vehicle inspection with prototype equipped with laser scanning devices and with the ability to capture and register information on imaging and georeferencing. The referenced principles and methodologies were applied in the development of an APMS adapted to Cape-Verdean realities, in particular with regard to inventory, survey, data base and pavements evaluation phases. The developed operations, the treatment of data and the obtained results resulted in the conclusion that the usage of the developed system is viable and that it can be used in the process of decision making related to investment in pavements of infrastructures of the Cape Verdean Civil Aviation System.
