A análise do sistema político e partidário Português não pode ser efetuada sem aprofundar o
impacto da comunicação política nos processos eleitorais. De facto, a política socorre-se,
cada vez mais, da comunicação para a transmissão da mensagem junto da opinião pública.
A presente dissertação visa analisar a abertura do sistema partidário a movimentos e forças
independentes do crivo partidário, refletindo a procura de uma maior abertura do sistema à
participação dos cidadãos. O nosso objetivo passa por analisar a forma como os movimentos
independentes se apresentaram a eleições, nomeadamente a forma como recorreram à
utilização de cartazes eleitorais (outdoors) durante o período de campanha eleitoral nas
eleições autárquicas de 2017.
Os movimentos independentes têm ganho relevo em termos mediáticos e em termos de
resultados eleitorais, pelo que importa verificar se o modelo de comunicação é similar aos
partidos tradicionais ou se os movimentos independentes trouxeram algum aspeto inovador ao
processo eleitoral.
Recorremos à análise de conteúdo para apresentar este processo, demonstrando que a
afirmação dos movimentos independentes é progressiva (atualmente a quarta força política
nas eleições autárquicas) e com um perfil de continuidade face ao papel dos partidos políticos
no sistema político.
The analysis of the Portuguese political and partisan system cannot be carried out without deepening the impact of political communication on electoral processes. In fact, the policy is increasingly using the communication to transmit the message to public opinion. This dissertation aims to analyze the opening of the partisan system to independent movements and forces, reflecting the demand for a greater openness of the system to the participation of citizens. Our goal is to analyze the way the independent movements have presented themselves to elections, namely the way they resorted to the use of electoral posters (outdoors/billboards) during the electoral campaign period in the municipal elections of 2017. The independent movements have gained relief in mediatic terms and in terms of electoral results, so it is important to verify whether the communication model is similar to traditional parties or whether independent movements have brought some innovative aspect to electoral process. We resort to content analysis to present this process, demonstrating that the affirmation of the independent movements is progressive (currently the fourth political force in municipal elections) and with a profile of continuity against the role of the parties in the political system.
