Abstract(s)
Este trabalho pretende analisar as condições de compatibilidade das condicionantes
administrativas e regulamentares para obras de reabilitação em edifícios de habitação
tradicionais localizados nos centros históricos da zona da Beira Interior, com a
regulamentação térmica e de certificação energética – RCCTE. Nesse sentido, foi feita uma análise da legislação administrativa em vigor e demais disposições regulamentares, tanto a nível nacional como municipal, no que se refere ao regime da edificação e intervenção nos centros históricos em estudo. Com o objectivo de definir um edifício-tipo, foram caracterizadas do ponto de vista arquitectónico e construtivo as tipologias dos edifícios tradicionais de habitação localizados nos centros históricos da região da Beira Interior.
Partindo da definição do edifício-tipo localizado no centro histórico da Covilhã, fez-se a sua caracterização térmica e energética. Fez-se uma avaliação das necessidades energéticas globais do edifício-tipo, com base em indicadores da qualidade térmica da envolvente dos edifícios, e definiram-se prioridades de intervenção que permitissem uma diminuição dos consumos energéticos nos elementos construtivos menos eficientes. A partir da implementação de medidas de melhoria energética, introduzidas apenas ao nível da envolvente exterior do edifício-tipo, foram tiradas conclusões sobre as melhorias energéticas conseguidas com a implementação daquelas medidas. No final, este estudo foi alargado para as várias localizações dos restantes centros históricos em estudo, para avaliar o desempenho
energético do edifício-tipo em função da localização territorial e o potencial de redução das necessidades energéticas.
This study intends to analyze the conditions of compatibility of administrative and regulatory constraints for rehabilitation works in traditional residential buildings located in the historical centers of the area of Beira Interior, with the thermal regulation and energetic certification - RCCTE. For this purpose there was made an analysis of the ruling legislation and further administrative laws and regulations, both national and local levels, with regard to regulating the building and intervention in the historical centers of study. With the aim of defining a standard-building, the typologies of the traditional dwellings located in the historical centers of the region of Beira Interior were characterized in terms of constructive and architectural. Starting from the definition of the standard-building located in the historical center of Covilhã, there was made its thermal and energetic characterization. It was made an assessment of the standard-building's global energy needs, based on indicators of thermal quality of the envelope building, and set up priorities for action that would permit a reduction of energy consumption, in the less efficient constructive elements. From the implementation of measures to improve energetic efficiency, introduced only in the standardbuilding’s envelope, conclusions were drawn about the energetic improvements gained by implementing these measures. In the end this study was extended to the various locations of the remaining historical centers in study to assess the standard-building's energetic performance according to the territorial location and the potential energy needs reduction.
