Consiste o presente relatório uma análise crítica do estágio realizado na
Representação Permanente de Portugal junto da OSCE, entre outubro de 2021 e janeiro de
2022, no âmbito do programa de Estágios Curriculares promovidos pelo Ministério dos
Negócios Estrangeiros. O relatório irá compreender uma vertente prática, com a descrição
das atividades realizadas ao longo do estágio, e uma vertente teórica, através não só do
recurso à literatura, mas também à aprendizagem obtida pela inserção direta neste
ambiente internacional.
A OSCE, Organização para a Segurança e Cooperação na Europa, foi outrora um dos
mais importantes atores no plano internacional, cuja capacidade de juntar na mesa de
negociações os Estados Unidos da América e a União Soviética, na altura da Guerra Fria,
ajudou certamente a definir o percurso da história do século XX. Não obstante, atualmente
esta união de 57 Estados participantes parece passar despercebida, principalmente quando
a comparamos com a notoriedade da UE ou da NATO.
Neste sentido, o presente relatório irá analisar detalhadamente a OSCE, através de
uma análise conceptual de conceitos importantes para a sua compreensão, como o conceito
de organização internacional, consenso e legitimidade, abordando ainda a sua evolução
histórica, procurando estabelecer o seu estatuto e influência da sua (falta de) personalidade
jurídica.
This report consists in a critical analysis of the internship carried 0ut at the Portuguese Permanent Representation to the OSCE, between October 2021 and January 2022, within the scope of the Curricular Internships program promoted by the Ministry of Foreign Affairs. The report will include a practical aspect, with the description of the activities carried out throughout the internship, and a theoretical aspect, as a result of not only the use of literature, but also the knowledge obtained by the direct insertion in this international environment. The OSCE, Organization for Security and Cooperation in Europe, was once one of the most significant international actors, whose ability to bring the United States of America and the Soviet Union to the negotiating table during the Cold War certainly helped define the course of 20th century. Nevertheless, this union of 57 participating states currently seems to go unnoticed, especially when compared to the notoriety of the EU or NATO. In this sense, the report will analyse the OSCE in detail, via a conceptual analysis of important concepts for its understanding, such as the concept of international organization, consensus and legitimacy, and by addressing its historical evolution. Moreover, the report seeks to establish the OSCE's status and the influence of its (lack of) legal personality.
