Abstract(s)
Enraizada a sudeste da Serra da Estrela, a cidade da Covilhã apresenta uma topografia
peculiar, desde logo pelo seu acidentado declive que remete diretamente às dificuldades
de circulação, mas também pela irrefutável paisagem industrial que se encontra em
fase de readaptação às necessidades existentes atualmente. Morfologicamente inserida
entre as ribeiras da Carpinteira e da Goldra, a cidade da Covilhã desenvolveu-se, em
tempos, essencialmente, pela valência que a água oferecia, nas suas demais vertentes,
às indústrias, para a operacionalização das lãs. Esta ocupação urbana, a forma como o
ordenamento do território foi realizado consequência da industrialização, carece
atualmente de revitalização, de o repensar. Perante esta necessidade de repensar o
território foram diagnosticadas algumas posições que possibilitassem realizar
operações de reconversão e de regeneração urbana. Os Planos, como os Planos de
Urbanização e o Programa POLIS, foram essenciais para salvaguardar a identidade da
cidade e readaptá-la aos desafios atuais.
Destacando o Plano de Mobilidade Pedonal, inserido no Programa POLIS como um dos
planos fundamentais e objetivos no que diz respeito à reorganização da cidade, recorrese a estratégicas de melhoria da mobilidade pedonal perante os desafios atuais da
cidade. Este auxilia-se em elementos circulatórios pedonais horizontais e verticais
(pontes e elevadores verticais e inclinados) como principal estratégia de aproximação,
melhoria e prolongamento de percursos existentes na atmosfera urbana, com visa a
obter uma coesão urbana de que tanto a cidade da Covilhã carecia.
A Ponte Pedonal sobre a Ribeira da Carpinteira, projetada por Carrilho da Graça, foi
assim a única ponte prevista a ser realizada efeito do plano de mobilidade. A ponte,
enaltecida como um elemento de união entre duas zonas contrárias de cota altimétrica
única do vale da Carpinteira, alcança a inclusão da e na cidade com a paisagem.
Com a finalidade que se mitigue a incompreensão relativamente ao Plano de
Mobilidade Pedonal previsto para a cidade da Covilhã, procura-se desenvolver uma
estratégia atual, coesa e consolidadora.

This urban occupation, how ornamental the territory was due to industrialization, currently needs revitalization, rethinking. Faced with this need to reconsider the territory some positions have been identified that would make it possible to carry out reconversion and urban regeneration operations. The Plans, such as the Urbanization Plans and the POLIS Program, were essential to safeguard the city's identity and readapt it to current challenges. Highlighting the Pedestrian Mobility Plan, included in the POLIS Program as one of the basic plans and objectives about the city's reorganization, we resort to strategies for improving pedestrian mobility because of the city's current challenges. This plan uses horizontal and vertical pedestrian circulatory elements (bridges and vertical and inclined elevators) as the central strategy for approaching, improving, and extending existing routes in the urban atmosphere to achieve an urban cohesion that both the city of Covilhã lacked. The Pedestrian Bridge over the Ribeira da Carpinteira, designed by Carrilho da Graça, was thus the only bridge foreseen by the Mobility Plan realized. The bridge praised as an element of union between two opposing areas of unique elevation of the Carpinteira valley, achieves the inclusion of and in the city with the landscape. To mitigate the misunderstanding regarding the Pedestrian Mobility Plan planned for the city of Covilhã, we seek to develop a current, cohesive, and consolidating strategy.
