O terrorismo é uma das grandes ameaças do século XXI na Europa. O
aparecimento da Internet veio alavancar ameaças já existentes como é o caso do
terrorismo. A presente investigação pretende oferecer um contributo acerca do
fenómeno do terrorismo e em particular, deste fenómeno no quadro da União
Europeia e acerca do processo de radicalização terrorista de motivação religiosa
contemporâneo. Deste modo, partindo de uma análise conceptual, histórica e
normativa sobre o processo de radicalização terrorista esta investigação
concentra-se, principalmente, neste processo sobre a égide do terrorismo de
motivação religiosa na União Europeia, procurando compreender de que forma
o aparecimento da internet redefiniu o processo de radicalização terrorista e
quais são as novas estratégias usadas pelos grupos terroristas islâmicos no
processo de radicalização online na União Europeia em relação a modelo de
recrutamento quer físico e presencial. Posteriormente, procuramos entender o
papel mais específico que as redes sociais desempenham em todo o processo.
Conclui-se que existe uma relação entre a internet e as redes sociais e a nova
abordagem ao processo de radicalização terrorista.
Esta investigação procura, ainda, avaliar as plataformas digitais apresentam o
mesmo nível de utilização no processo de radicalização ou se há uma viragem
para alguma em particular. Partindo desta análise, é feita uma avaliação ao grau
estratégico e legislativo da União Europeia ao nível da informação e do combate
à radicalização terrorista na Europa.
Terrorism is one of the great dangers of the XXI century in Europe. The emerge of the internet has leveraged existing dangers sucha as terrorismo. This reserch intends to offer a contribution about the phenomenom of terrorismo and in particular about this phenomenon within the European Union and on the contemporary religiously motivated terrorist radicalization process. In this way, starting with a conceptual, historical and normative analysis of the process of terrorismo radicalization, this research focus mainly on this process under the aegis of religiously motivated terrorism in the European Union, trying to understand how the emergence of the Internet has redefined the process of terrorist radicalization and what are the new strategies used by Islamic terrorist groups in the process of online radicalization in the European Union in regard to the physical and face-to-face terrorist radicalization models. Subsequently, we seek to understand the more specific role of social networks in the whole process. We conclude that there is a relationship between the internet and social media and the new approach to the process of terrorist radicalization. This research also seeks to assess whether the digital platforms have the same level of use in the radicalization process or whether there is a shift towards any particular one. Based on this analysis, an assessment is made of the strategic and legislative level of the European Union in terms of information and countering terrorist radicalization in Europe.
