Abstract(s)
Na indústria aeronáutica é com cada vez mais importância abordado o tema segurança
e a ele interligado o Sistema de Gestão da Segurança Operacional e a sua integração nos
demais domínios da organização.
O Notice of Proposed Amendment (NPA) 2019-05 (C) da EASA (European Aviation
Safety Agency)(EASA, 2019)surgeno sentido de propor e redobrar o incentivo de introdução de
princípios de gestão da segurança operacional, os quais implementem o Anexo 19 da ICAO
(International Civil Aviation Organization) nas organizações de manutenção EASA PART 145 e;
a promoção de uma cultura organizacional com o intuito de assegurar uma gestão eficiente da
segurança operacional e de um sistema eficaz de reporte de ocorrências em conformidade
com o Regulamento (UE) N.º376/2014(UE, 2014a).
Com isto, desenvolve-se o presente trabalho que aborda a introdução de indicadores
de segurança operacional na empresa PHS Aviation, nomeadamente na sua futura EASA PART
145, de forma a permitir o cumprimento do requerido na legislação identificada
anteriormente e a interligação deste domínio da organização com o Sistema de Gestão da
Segurança Operacional.
Realiza-se, inicialmente, a identificação decinco perigosexistentes numa organização
de manutenção de aeronaves. Após isso, é efetuada uma avaliação dos riscos a si associados
de modo a entenderas consequências que estes apresentam para a segurança de voo, o seu
grau de tolerabilidade, bem comoas causas mais prováveis que levam ao seu surgimento.
Com base em dados existentes até ao momento e disponibilizados pela PHS Aviation,
bem como em aspetos que a empresa considera importantes medir e controlar, são definidos
cinco indicadores com a finalidade de realizarem monitorização de fatores relacionados aos
perigos identificados e que contribuem para a alteração do nível de segurança operacional e
de voo.
A sua validação é feita recorrendo a dados já existentes na empresa e à sua
experiência como Organização de Gestão da Aeronavegabilidade Continuada, permitindo
assim o estabelecimento da metodologia que leva à interligação do SMS(Safety Management
System) com a EASA PART 145.
In the aeronautics industry, the issue of safety is increasingly important and the Safety Management System and its integration in other areas of the organization are linked to it. The EASA (European Aviation Safety Agency) Notice of Proposed Amendment (NPA) 2019-05 (C) (EASA, 2019) is intended to propose and redouble the introduction of safety management principles, which implementICAO(International Civil Aviation Organization) Annex 19 in EASA PART 145 maintenance organizations and; the promotion of an organizational culture to ensure efficient management of safety and an effective incident reporting system in accordance with Regulation (UE) No 376/2014(UE, 2014a). With this, the present work is developed which addressing the introduction of safety indicators in the company PHS Aviation, namely in its future EASA PART 145, in order to allow the fulfilment of the required in the previously identified legislation and the interconnection of this domain of the organization with the Safety Management System. Initially, the identification of the five main hazards with respect to the aircraft maintenance organization is made. After that, an assessment of the risks associated with it is carried out in order to understand its consequences for flight safety, its tolerability, as well as the most likely causes leading its emergence. Based on data available to date from PHS Aviation, as well as aspects that the company considers important to measure and control, five indicators are defined to monitor factors related to the identified hazards that contribute to change the safety and the flight safety level. Its validation is made using existing data in the company and its experience as a Continuing Airworthiness Management Organization, thus allowing the establishment of the methodology that leads to the interconnection of SMS (Safety Management System) with EASA PART 145.
