Por que razão os ministros são exonerados do governo? De que modo o processo
de recrutamento ministerial pode influenciar a sua exoneração? Qual o impacto que a
experiência política e a especialização desempenham nas efetivas saídas dos ministros
do executivo? Esta dissertação visa responder a estas perguntas tendo em conta não
somente a apresentação das razões de saída dos ministros ao longo da democracia
Portuguesa (1976-2019), mas também a relação entre o perfil de recrutamento - ao nível
da experiência política e especialização - com as razões da sua efetiva demissão (1999-
2019).
Esta dissertação propõe-se descrever as razões de saída prematura dos ministros
em Portugal e ainda averiguar se ministros sem competências técnicas (sem know-how
na pasta), vão ter uma maior dificuldade em executar tarefas departamentais, que
requerem altos níveis de conhecimento técnico; e se ministros que não detêm
competências políticas, vão ter mais dificuldades em saber lidar com tarefas políticas,
uma vez que não possuem experiência política Para o efeito, utilizaram-se dados
secundários sobre o perfil de recrutamento dos ministros e dados primários sobre os
motivos de saída, baseados na recolha e análise de imprensa. Deste modo, procedeu-se
a uma comparação sistemática entre perfis no que diz respeito às suas razões de saída do
executivo.
As conclusões revelam que, por si só, a especialização não é suficiente para evitar
saídas prematuras do cargo. Pelo contrário, a selecção com base na experiência política
cumpre as expectativas da selecção, dado que ministros com experiência política têm
tendência a sair menos do executivo por questões políticas, comparativamente aos outros
perfis.
Why are ministers dismissed from government? How can the process of recruiting ministers influence their resignation? What impact does political experience and expertise have on the resignation of ministers? This dissertation aims to answer these questions considering not only the reasons for ministers leaving the government along Portuguese democracy, but also the concern with the relationship between the recruitment profile - in terms of political experience and specialization - and the reasons for their dismissal (1999-2019). This dissertation aims to describe the reasons for the premature departure of ministers in Portugal and also investigate if ministers without technical skills (without know-how in the portfolio) will have more difficulties in performing departmental tasks, which require high levels of technical knowledge; and if ministers who do not have political competences will have more difficulties in knowing how to deal with political tasks, since they don´t have the necessary political experience. For this purpose, secondary data on the recruitment profile of ministers and primary data on reasons for leaving were used, based on press collection and analysis. Thus, a systematic comparison was made between profiles with regard to their reasons for leaving the executive. The findings reveal that, by itself, specialization is not enough to prevent premature departures from the position. In contrast, selection based on political experience fulfils the expectations of selection, because ministers with political experience tend to leave the executive office less often for political reasons compared to other profiles.
