Abstract(s)
A melhoria do nível dos cuidados de saúde prestados em Portugal traduz-se no aumento da
esperança média de vida. Decorrentes destas alterações demográficas surgem pessoas de
idade cada vez mais avançada e, consequentemente, mais dependentes e com doenças
crónicas e incapacitantes.
A necessidade de criação de novas respostas para esta população obrigou a uma
reorganização dos cuidados de saúde e de apoio social prestados em Portugal. A Rede
Nacional de Cuidados Continuados foi criada com o objectivo de prestar cuidados globais a
pessoas que, independentemente da idade, se encontrem em situação de dependência.
Foram criadas várias tipologias da Rede mediante a natureza dos cuidados prestados.
A RNCCI dispõe de um modelo de financiamento próprio baseado na complexidade dos
cuidados. O pagamento feito às unidades prestadoras baseia-se em valores estabelecidos por
utente e dia de internamento.
Assim, o presente trabalho pretende avaliar se os valores convencionados praticados são
adequados e se na realidade cobrem os custos da prestação de cuidados, nomeadamente no
que diz respeito ao pagamento de medicamentos, exames auxiliares de diagnóstico e
materiais de pensos.
O estudo foi realizado numa UMDR, com uma amostra de 43 utentes, no período de Janeiro de
2014 a Abril de 2016.
Concluiu-se que o valor médio diário suportado com os doentes é de 8,607 Euros ainda aquém
do preço convencionado de 12 Euros. No cálculo do custo não se consideraram apenas os
custos de transporte para centros de diagnóstico e o custo com alguns materiais consumíveis
necessários para a aplicação de pensos ou administração de medicamentos.
Das características analisadas as que influenciam significativamente o custo médio diário são
a idade e a patologia dos doentes.
Improving the level of health care in Portugal is reflected in increased life expectancy. Resulting from these demographic changes occur elderly increasingly advanced and therefore more dependent and chronic and debilitating illnesses. The need to create new solutions for this population required a reorganization of health care and social support provided in Portugal. The National Network of Continuing Care was created with the aim of providing comprehensive care to people that regardless of age, are in a situation of dependency. Various types of Network have been created according to the nature of care. RNCCI has a funding model itself based on the complexity of care. The payment made to delivery units is based on values set by user and day of hospitalization. Thus, this study aims to evaluate whether the agreed prices charged are adequate and actually cover the costs of care, in particular as regards the payment of medicines, supplementary diagnostic tests and wound care materials. The study was conducted in a UMDR, with a sample of 43 users, from January 2014 to April 2016. It was concluded that the average daily value supported with patients is 8,607 Euros still below the agreed price of 12 Euros. In calculation the cost did not consider only the shipping costs for diagnostic centers and the cost of some consumables needed for the application of wound care materials or medication. Of those analyzed characteristics significantly affect the average daily cost, are the age and the condition of the patient.
