Abstract(s)
As preocupações com as cidades e com o ambiente urbano têm feito parte da agenda política,
quer a nível Nacional quer Internacional. De modo a fazer face aos problemas apresentados
pelas cidades foram elaborados vários planos de intervenção que visaram a sua reordenação e
requalificação, de forma a que se aumentasse a qualidade de vida das suas populações e estas
se tornassem mais atrativas, captando habitantes e investimento (emprego).
O Programa POLIS surge nesse âmbito, propondo-se como um programa de requalificação
urbana e valorização ambiental das cidades portuguesas. Os seus pilares, as suas metas, a
forma como este é implementado nas cidades e o impacto que nelas causa revestiram este
programa de particular interesse no que concerne à Engenharia Civil, nomeadamente na área
da requalificação, reabilitação e ordenamento do território.
Tendo abrangido várias cidades, neste trabalho, foi abordada a cidade da Covilhã, como caso
de estudo, recorrendo-se à realização de um inquérito proposto a uma amostra de população,
com a finalidade de obter um parecer sobre o impacto que o Programa POLIS teve na cidade e
no seu quotidiano, e à análise aprofundada a três intervenções entendidas como sendo as
mais emblemáticas deste programa: Ponte da Carpinteira, Parque da Goldra e Jardim do
Lago. Outro dos propósitos do questionário realizado era perceber o nível de conhecimento da
população inquirida tinha acerca do Programa e das intervenções nele propostas.
Concluiu-se que o Programa POLIS teve um impacto muito positivo na cidade da Covilhã,
nomeadamente na qualidade de vida e no quotidiano da população covilhanense. Não
obstante a implementação deste ter tido algumas falhas e ter sofrido de atrasos na sua
execução, existe um consenso no que refere à sua implementação e às melhorias que
introduziu, quer a nível urbano quer ambiental.
The Concerns about the cities and the urban environment have been part of the political agenda, both nationally and internationally. In order to solve the city problems, , several intervention plans were created, that seek his requalification and reordering. These were prepared to increase the life quality their population and in order to become more attractive, and gather inhabitants and investment (employment). The POLIS program arises in this contexto and it was presented as a program of urban regeneration and environmental enhancement of Portuguese cities. Its pillars, its goals, how this is implemented in the cities and the impact that causes, makes this program of particular interest with regard to Civil Engineering, particularly in the area of redevelopment, rehabilitation and territory management. Several cities were covered. In this project, the city of Covilhã were the chosen one, as a case study. An investigation was made to a sample of the population, in order to obtain an opinion survey about POLIS Program impact had in the city and their daily lives. An in-depth analysis of the three of the most emblematic interventions of this program was also made: Carpinteira’s Bridge, Goldra Park and Garden Lake. Another purpose of the questionnaire was performed to realize the level of knowledge of the population surveyed had about the program and the interventions proposed in it. It was concluded that the POLIS program had a very positive impact on the city of Covilha, including life quality and the everyday life of Covilhã’s population. Despite the implementation of this have had some faults and have suffered from delays in the implementation process, it’s consensual that its implementation brought improvements such as urban and environmental level.
