Abstract(s)
Este trabalho tem como principal objectivo o estudo e implementação de uma solução de
gestão de documentos no contexto da empresa de fornecimento de água e electricidade de
Cabo Verde – Electra.
A Electra é uma empresa Nacional, constituída por dezasseis departamentos, e por várias
unidades distribuídas pelo arquipélago. A insularidade é um factor importante e que motivou as escolhas desde o inicio do trabalho. Os referidos departamentos são responsáveis pela execução de um grande número de processos técnicos e administrativos. Associados a estes
processos, existem múltiplos documentos, por exemplo, procedimentos e instruções de
serviço, respostas a questões frequentes, legislação, minutas que devem estar disponíveis, de forma controlada, para as várias categorias de utentes da Empresa: clientes, colaboradores internos e externos, directores e chefes de departamentos, órgãos de gestão, etc. Existe uma grande diversidade e dinâmica nos documentos que circulam na Electra.
Não existindo ainda na Electra qualquer programa para gerir a sua documentação, foi
proposto o desenvolvimento de um Sistema de Gestão Documental, que deverá permitir uma
manutenção fácil e ágil dos documentos directamente pelos colaboradores da Electra sem que, para isso, tenham necessidade de ter grandes conhecimentos técnicos de informática.
Para desenvolver esse sistema, foi feito um estudo entre as várias soluções de gestão de
documentos existentes no mercado, com particular ênfase nas soluções gratuitas e de código aberto. De entre as várias soluções estudadas foi escolhido o Sistema de Gestão de Conteúdos (CMS) Joomla.
O desenvolvimento deste trabalho envolveu quatro fases principais. Numa primeira fase,
foram pesquisadas, estudadas, instaladas, algumas soluções possíveis para implementar o
sistema. Numa segunda fase foram analisados os processos organizacionais da Electra, bem
como os documentos que lhes estão associados, com o objectivo de identificar os requisitos
do sistema. Numa terceira fase, foi escolhida a solução mais adequada para o desenvolvimento do trabalho. Essa escolha recaiu sobre o Sistema de Gestão de Conteúdos
Joomla. Nessa mesma fase foram feitas várias pesquisas com o objectivo de encontrar um
componente próprio do Joomla que pudesse obedecer às exigências da gestão documental. O Componente escolhido foi o DOCMAN. Na quarta e última fase, foi definida a arquitectura da solução, implementado e testado o protótipo do Sistema de Gestão de Documentos da Electra.
The main objective of this thesis is to study and implement a document management solution in the context of the national power and water company – Electra. Electra is a Capeverdean company, consisting of sixteen departments, and several units distributed throughout the archipelago. Insularity is the key factor that has driven this work from its beginning. These departments are responsible for implementing a large number of technical and administrative processes. Associated with these processes, there are multiple documents, such as procedures and service instructions, answers to frequently asked questions, legislation, minutes that should be available in a controlled manner, for the various categories of users of the company: customers, internal and external employees, managers and heads of departments, governing bodies, etc. There is a large and dynamic documents circulating within Electra. Considering that there is not any program to manage documentation in Electra, the development of a Document Management System was proposed in order to allow a quick and easy maintenance of the documents directly by Electra employees who do not need to be highly skilled in computer. To develop this system it was carried out a study of the various document management solutions on the market, with particular emphasis on free and open source solutions. From among the numerous solutions studied Joomla Content Management System (CMS) was chosen. This work has developed in four main phases. Initially, we researched, studied and installed some possible solutions to implement the system. In a second step we considered the organizational processes of Electra and the documents associated with them, aiming at identifying the system requirements. In a third phase, it was chosen the most appropriate solution for the development work. This choice fell on the Joomla Content Management System. At this stage several researches were carried out in order to find a Joomla component that could meet the requirements of document management. The component chosen was DOCman. In the fourth and final stage the architecture of the solution was defined and the prototype for the document management system of Electra was implemented and tested.
