No contexto dos novos paradigmas de desenvolvimento, as preocupações com as cidades
têm ganho visibilidade sobretudo nas últimas décadas, assistindo-se a uma
reorganização do território que tem causado mudanças que conduzem a uma
recomposição dos aglomerados urbanos. Na procura de uma estratégia para combater os
problemas apresentados pelas cidades, são elaborados planos de intervenção que visam
completar continuamente as cidades e transformá-las consoante as necessidades dos
habitantes, tornando-as mais atrativas para novos habitantes e investimentos.
O programa Polis surge nesse âmbito e refere-se assim ao lado político da cidade, à sua
estrutura e organização. As suas intervenções entendem-se como um novo estrato, de
um determinado tempo e de um modo de pensar que lhe é característico, acumulandose na história e futuro de cada uma das cidades participantes. Desta vez, não se trata da
forma da cidade, mas em como essa forma contém o espaço habitável. Refere-se menos
ao modo em como se propõe ou planeia novas áreas a construir e mais à construção dos
espaços que poderiam existir, a partir dos espaços já construídos. O Polis surge assim
como um mote para “pensar o modo de viver as cidades”.
Pelo valor paisagístico e pela importância histórica e identitária, as frentes ribeirinhas
ou marítimas de algumas cidades, constituíram elementos de referência, com carácter
diferenciador, cuja necessidade de valorizar foi identificada como uma linha estruturante
do Programa Polis. Em Vila do Conde foi dada primazia à requalificação urbana e
ambiental da orla costeira através de um conjunto de operações que visam reforçar a
identidade da cidade, quer-se por isso, analisar o impacto que o Programa Polis teve
nesta cidade e no seu quotidiano através de um ensaio sobre o desenvolvimento da
Frente Marítima / Parque Atlântico de Vila do Conde.
In the context of the new development paradigms, concerns about cities have gained visibility especially in the last decades, witnessing a reorganization of the territory that has caused changes that lead to the recompositing of urban agglomerations. In the search for a strategy to combat the problems presented by the cities, intervention plans are drawn up which aim to continuously complete the cities and transform them according to the needs of the inhabitants, making them more attractive to new inhabitants and investments. The Polis program arises in this context and thus refers to the political side of the city, its structure and organization. His interventions are understood as a new stratum, of a determined time and a way of thinking that is characteristic of him, accumulating in the history and future of each of the participating cities. This time, it is not about the shape of the city, but about how that shape contains the habitable space. It refers less to the way in which it proposes or plans new areas to be built and more to the construction of spaces that could exist, based on spaces already built. Polis appears as a motto to “think the way cities live”. Due to the landscape value and the historical and identity importance, the riverside or maritime fronts of some cities, constituted elements of reference, with a differentiating character, whose need to value was identified as a structuring line of the Polis Program. In Vila do Conde, the urban and environmental requalification of the coastline was given priority through a series of operations that aim to reinforce the city's identity. Therefore, we want to analyze the impact that the Polis Program had on this city and on its daily life through of an essay on the development of the Maritime Front / Vila do Conde Atlantic Park.
