Abstract(s)
Partindo de um enquadramento que situa o mandato independente de representação como uma solução com virtudes para a democracia, e que visa o seu aprofundamento. E reconhecendo uma tensĆ£o latente entre os fundamentos da democracia representativa e os partidos polĆticos. ComeƧamos por tentar perceber como Ć© que os poderes polĆticos dominantes (principais partidos polĆticos) se posicionam perante o poder concorrente que Ć© a participação independente.
Fazêmo-lo fundamentalmente mediante o estudo do debate em torno da possibilidade de apresentar estas candidaturas e do enquadramento legal que se lhes tem imposto. Com recurso a observação documental de fontes primÔrias.
Desenvolvemos depois uma anĆ”lise quantitativa do fenómeno. Em que pretendemos compreender o sentido da sua evolução, a sua expressĆ£o, a sua consistĆŖncia e algumas das suas caracterĆsticas mais relevantes. Procuramos contribuir para o conhecimento do perfil polĆtico dos candidatos, e perceber como Ć© que esta alternativa de participação se reflecte nas restantes forƧas polĆticas ou se contribui para alargar a participação democrĆ”tica.
Identificamos resistĆŖncias significativas Ć participação por grupos de cidadĆ£os eleitores, extensĆveis ao perĆodo estudado. Em que se verifica uma tendĆŖncia para obstaculizar a essa participação. Embora nem sempre de forma expressa, mas tambĆ©m como resultado da própria disputa interpartidĆ”ria.
O fenómeno apresenta-se com uma expressĆ£o crescente, mas ainda muito reduzida. Assente fundamentalmente no surgimento de novas candidaturas. Incentivado pelos dissidentes partidĆ”rios e com uma reduzida participação de novos actores polĆticos. Esse facto revela-se determinante no impacto que esta participação tem nos partidos polĆticos, colocando estas candidaturas a tónica na disputa pelo eleitorado partidĆ”rio. Por outro lado os novos actores surgem com fraca expressĆ£o eleitoral, e sem capacidade para atrair o eleitorado abstencionista. Conclui-se portanto que o fenómeno estĆ” intimamente ligado Ć capacidade dos partidos gerirem convenientemente as diferentes sensibilidades internas, em Ćŗltima anĆ”lise.
Starting from a framework that situates the independent mandate of representation as a solution with virtues to democracy, and aimed at its deepening. And recognizing a latent tension between the fundamentals of representative democracy and political parties. We begin by trying to understand how the dominant political powers (main political parties) position themselves towards the competing power that is the independent participation. We do so primarily through the study of the debate surrounding the possibility of presenting these candidacies and the legal framework that has been imposed to them. Using documentary observation of primary sources. Later we develop a quantitative analysis of the phenomenon. Where we want to comprehend how it has been evolving, its extension, its consistency and some of its most relevant characteristics. We seek to contribute to the knowledge of the political profile of the candidates, and understand how this alternative of participation is reflected in the other political forces or helps to broaden democratic participation. We identified significant resistance to participation by groups of voting citizens, extendable to the period studied. Where there is a tendency to hinder such participation. Although not always explicitly, but also as a result of inter-party dispute itself. The phenomenon appears with an increasing expression, but still very low. Based primarily on the emergence of new candidates. Encouraged by the party dissidents and with a reduced participation of new political actors. Such fact is decisive in the impact that this participation has in the political parties, putting these candidates the emphasis in the dispute for the party electorate. On the other hand the new actors emerge with weak electoral significance, and unable to attract non-voters. We conclude therefore that the phenomenon is closely linked to the ability of the political parties to conveniently manage the different internal sensitivities, ultimately.
