Os incĂȘndios florestais sĂŁo fenĂŽmenos significativos e recorrentes, que pĂ”em em xeque
as relaçÔes de interdependĂȘncia entre os sistemas sociais e ambientais. Os incĂȘndios
deflagrados em Portugal em 2017 foram o espoletar de uma tragédia coletiva, pessoas
pereceram, outras tantas ficaram feridas e com sequelas, habitaçÔes, empresas e milhares
de hectares de territĂłrio foram consumidos pelas labaredas. Passados quatro anos desde os
fatĂdicos incĂȘndios ainda hĂĄ casas de primeira habitação por reconstruir. O objetivo geral
desta investigação Ă© a partir de uma perspectiva sociolĂłgica compreender as experiĂȘncias e
as percepçÔes das vĂtimas dos incĂȘndios florestais das regiĂ”es de Arganil, MidĂ”es e PedrĂłgĂŁo
Grande, objetivando trazer elementos para o desenvolvimento de açÔes socioambientais
mais inclusivas e efetivas. Relativamente aos objetivos especĂficos pretende-se compreender
a dinùmica entre relaçÔes sociais e ambientais dos moradores das regiÔes atingidas;
analisar as principais medidas polĂticas e confrontar com a leitura que os moradores tĂȘm
das mesmas, problematizando os impactos das mudanças e resultados. Pretende-se por fim,
apresentar reflexÔes e propostas de melhoria. O principal foco da nossa pesquisa é a
perspectiva das comunidades afetadas, dando voz Ă s experiĂȘncias das pessoas e
comunidades das zonas afetadas. Nesse sentido o presente estudo tem como pĂșblico-alvo
os moradores das regiĂ”es de Arganil, MidĂ”es e PedrĂłgĂŁo Grande, vĂtimas dos incĂȘndios
florestais, localidades que registaram os piores incĂȘndios de sempre em Portugal. A
abordagem metodolĂłgica aplicada foi do tipo qualitativo e, de carĂĄter exploratĂłrio, a fim de
aprofundar a compreensĂŁo deste grupo social. Face aos constrangimentos da conjuntura
pandĂȘmica, elegeu-se como interlocutores privilegiados as associaçÔes de vĂtimas por serem
coletivos de representação do nosso pĂșblico-alvo e permitirem assim que, via entrevista nĂŁo
presencial, se auscultassem as comunidades afetadas. A anĂĄlise documental de polĂticas
pĂșblicas, notĂcias e testemunhos complementou a nossa recolha de dados. NĂŁo obstante o
cariz exploratĂłrio destes estudo, a anĂĄlise efetuada permitiu constatar que existem muitas
arestas a serem limadas na relação entre o poder pĂșblico e sociedade, para que essa ecologia
de saberes seja traduzida em açÔes efetivas frente a problemĂĄtica dos incĂȘndios florestais.
Wildfires are significant and recurrent phenomena that put in check the interdependence relations between social and environmental systems. The flames that devastated Portugal in 2017 were the starting point of a collective tragedy: people perished and got hurt, populations got dislodged and businesses and thousands of acres were consumed by the flames. Four years after those dreaded events, there is still much to be rebuilt. The general objective of this research is, from a sociological perspective, to understand the experiences and perceptions of the victims of the wildfires in the regions of Arganil, MidÔes, and Pedrógão Grande, aiming to bring elements for the development of more inclusive and effective socio-environmental actions. Regarding the specific objectives, the aim is to understand the dynamics between social and environmental relations of the inhabitants of the affected regions; to analyze the main political measures and compare them with the reading that the inhabitants have of these measures, questioning the impacts of the changes and the results. Finally, we intend to present reflections and proposals for improvement. The main focus of our research is the perspective of the affected communities, giving voice to the experiences of the people and communities in the affected areas. The present study has as its main target the citizens of the Arganil, MidÔes, and Pedrógão Grande areas, victims of the most destructive wildfires ever registered in Portugal. The methodological approach applied was of the qualitative exploratory kind, to deeply understand and comprehend this social stratus. Given the constraints of the pandemic situation, the victims' associations were chosen as privileged interlocutors, as they are representative collectives of our target audience and thus enable us to listen to the affected communities through non-presential interviews. Documentary analysis of public policies, news, and testimonies complemented our data collection. Notwithstanding the exploratory nature of this study, the analysis carried out revealed that there are many edges to be polished in the relationship between public authorities and society so that this ecology of knowledge can be translated into effective actions to tackle the problem of wildfires.
