dc.description.abstractA União Africana, como a maior organização do continente, composta por 54 países, foi fundada em 2002 como a organização sucessora da Organização da Unidade Africana (criada em 1963), tendo assim por objetivos a promoção da democracia, Direitos Humanos e o desenvolvimento económico. No entanto, para a promoção e proteção os Direitos Humanos na Africa, foi instituída através da carta Africana dos Direitos Humanos de 1981 a Comissão Africana dos Direitos Humanos e dos povos pela antiga Organização da Unidade Africana (hoje a União Africana). Para alcançar este objetivo, a Carta prevê o "procedimento de comunicação", que é um sistema de reclamação através do qual uma pessoa, uma organização não governamental, ou um grupo de pessoas que sentem que o seu direito ou o dos outros foi ou está a ser violado, pode peticionar (reclamar) à Comissão sobre estas violações. A comunicação pode igualmente ser apresentada por um Estado-Parte da Carta que acredita com razoabilidade que outro Estado-Parte violou qualquer uma das disposições da Carta. Tendo em conta as certas dificuldades encontradas pela Comissão, foi criado o Tribunal para reforçar a promoção e proteção dos Direitos Humanos e dos Povos na África.por
dc.description.abstractThe African Union, as the largest organization on the continent, composed of 54 countries, was founded in 2002 as the successor organization to the Organization of African Unity (established in 1963), thus having as its objectives the promotion of democracy, human rights and economic development. However, for the promotion and protection of Human Rights in Africa, the African Commission on Human and Peoples' Rights was established through the 1981 African Charter on Human Rights by the former Organization of African Unity (now the African Union). To achieve this goal, the Charter provides for the "reporting procedure", which is a complaint system through which a person, a non-governmental organization, or a group of people who feel that their right or that of others has been or is being violated, can petition (complain) to the Commission about these violations. The communication may also be submitted by a State Party to the Charter that reasonably believes that another State Party has violated any of the provisions of the Charter. In view of the certain difficulties encountered by the Commission, the Court was established to strengthen the promotion and protection of Human and Peoples' Rights in Africa.por
