Abstract(s)
Cada vez mais a gestão dos recursos disponíveis (financeiros, territoriais, etc.) e a aposta na
melhoria das condições oferecidas às populações constitui um fator imprescindível para que
exista um desenvolvimento sustentável e um aumento da qualidade de vida da população.
Neste sentido, o trabalho apresentado pretende avaliar a acessibilidade por transporte
particular e transporte coletivo para um município de média dimensão, a Covilhã, em particular
aos equipamentos principais do concelho, recorrendo para o efeito à utilização das ferramentas
de análise de redes disponíveis num Sistema de Informação Geográfica (SIG).
Após o tratamento da componente geográfica da rede de estradas do concelho e a recolha e
organização da informação necessária, foram efetuadas 4 análises de avaliação da
acessibilidade: 1) aos principais equipamentos do concelho e entre freguesias, por transporte
particular (isócronas e matriz OD); 2) aos principais equipamentos do concelho, por transporte
coletivo urbano (isócronas e matriz OD); 3) aos principais equipamentos do concelho, por
transporte coletivo interurbano (tempos); 4) por transporte particular e coletivo, traduzido em
custo da viagem. Foi ainda efetuada uma avaliação da percentagem da população e do território
servido pelo conjunto dos equipamentos considerados para diferentes tempos de viagem, por
transporte particular.
Os resultados apontam para níveis bastante razoáveis de acessibilidade por transporte
particular e por transporte coletivo urbano, respetivamente ao nível do concelho e ao nível do
perímetro urbano. A análise revelou níveis de acessibilidade inferiores por transporte coletivo
interurbano, principalmente para as freguesias mais periféricas do concelho. Salienta-se ainda
a obtenção de tempos máximos de viagem da ordem de 20 minutos (transporte particular) e 50
minutos (transporte coletivo urbano) no perímetro urbano, o que abrange a maioria da
população residente do conselho, cerca de 95%.
Nowadays, it’s possible to notice an effort in order to achieve a sustainable development and an increase in the quality of life of the population. An approach based on a better management of the resources (financials and territorials) is used to accomplish these goals. Hence, this work pretends to assess the accessibility for private and public transport in the municipality of Covilhã, in particular to the main facilities of the municipality. To do this, it was used a Geographic Information System (GIS) to analyze the road network. After the treatment of the geographical component of the municipality´s road network and the organization of all the necessary data, four accessibility evaluation analyses were made: 1) accessibility to the main facilities of the municipality and between parishes (smallest Portuguese territorial unit) by private transport (isochronous and Origin-Destiny matrices); 2) accessibility to the main facilities of the municipality by urban public transport (isochronous and Origin-Destiny matrices); 3) accessibility to the main facilities of the municipality by interurban public transport (time); 4) accessibility (travel) costs for private and public transports. It was also determined the percentage of the population and the proportion of territory covered by different travel times determined for private transport. The results show that the accessibility is quite reasonable, either using private transport inside the municipality, or urban public transport inside the urban perimeter. However, the levels of accessibility to the periphery parishes of the municipality using inter-urban public transport are lower. In the urban perimeter, the maximum travel time is approximately 20 minutes by private transport and about 50 minutes by public urban transport, covering nearly 95% of the resident population.
