O turismo como motor de desenvolvimento sustentável: o caso das Beiras e Serra da Estrela

O turismo é um fenómeno sociocultural de grande relevância, sendo um dos setores de atividade económica que mais tem contribuído para o desenvolvimento do país, em geral, e das suas regiões, em particular. Esta investigação questiona o turismo desde a perspetiva do desenvolvimento sustentável de uma região e responde à questão de investigação: “Poderá o turismo ser considerado um motor de desenvolvimento sustentável na região das Beiras e Serra da Estrela?”. Metodologicamente, a investigação apresenta-se ao longo de sete capítulos que aprofundam o tema em estudo, respondendo à problemática de investigação definida. Assim, a mesma inicia-se com uma revisão da literatura acerca dos paradigmas de desenvolvimento e os desafios atuais que se colocam aos territórios. Posteriormente é abordado o turismo enquanto motor de desenvolvimento sustentável dos territórios, tendo em conta as perceções e as atitudes dos residentes face ao turismo. Como objetivo de obter resposta à questão de investigação foi realizado um inquérito por questionário a uma amostra de 384 residentes da região Beiras e Serra da Estrela. Assim, nesta investigação descrevem-se e caracterizam-se os impactos do turismo percecionados pelos residentes, o seu nível de satisfação com os fatores de desenvolvimento do turismo existentes na região e avaliam-se as suas atitudes face ao turismo enquanto motor de desenvolvimento. A investigação apresenta e avalia, ainda, um modelo de equações estruturais, que tem como objetivos centrais analisar as relações existentes entre: (a) a perceção dos impactos positivos e negativos do turismo e a satisfação global com os fatores de desenvolvimento do turismo e (b) a satisfação global com os fatores de desenvolvimento do turismo e a atitude face ao turismo enquanto motor de desenvolvimento sustentável. Por último, são expostas as conclusões resultantes da investigação, as suas limitações e constrangimentos e sugere-se um conjunto de recomendações, de modo a minimizar os efeitos negativos e a maximizar os efeitos positivos do turismo, enquanto motor de desenvolvimento sustentável da região das Beiras e Serra da Estrela. Esta investigação é um instrumento de trabalho útil para os agentes económicos interessados – stakeholders – da região, envolvidos no desenvolvimento do turismo, pelas linhas estratégicas de desenvolvimento que apresenta para o turismo na Região das Beiras e Serra da Estrela.
One of the economic sectors that has most contributed to the economic development of the overall country and, more specifically, its regions, tourism is a highly relevant sociocultural phenomenon. Based on this perspective, this research aims to respond to the question, “Can tourism be considered a motor for the sustainable development of the Beiras and Serra da Estrela region?” Methodologically, the research is presented over seven chapters that delve into the study topic to respond to the research question, beginning with a review of the literature on the paradigms of development and the current challenges facing the territories. Tourism is then examined as a motor for sustainable development, given the residents’ perceptions and attitudes towards tourism. To respond to the research question, a survey was carried out with residents of the Beiras e Serra da Estrela region (n=384). Their perception of the impacts of tourism is described and characterized as well as their level of satisfaction with the tourism development factors of this region. Their attitudes towards tourism as a motor of development are also evaluated. The study further presents and evaluates a model of structural equations which primarily aims to analyse the relation between (a) the perception of both the positive and negative impacts of tourism and the overall satisfaction of the residents with the tourism development factors and (b) the residents’ overall satisfaction with these tourism development factors and their attitudes toward tourism as a motor for sustainable development. Finally, the conclusions of this research are presented with and its limitations and constraints. A set of recommendations is also suggested to minimize the negative effects and maximize the positive effects of tourism as a motor for the sustainable development of this region. This study is a useful tool for any economic stakeholders interested in increasing tourism in the region due to the strategic plans for tourism development in the Portuguese region of Beiras e Serra da Estrela.
