As torres de controlo remoto são a mais recente evolução do controlo de tráfego aéreo a
nível do aeroporto. Estas torres substituem as tradicionais torres de controlo de tráfego
aéreo, deslocando os controladores de tráfego aéreo do aeroporto para um local remoto,
designado por centro de controlo remoto.
Este conceito foi apresentado com o principal objetivo de combater a falta de
controladores de tráfego aéreo, além de permitir dotar vários aeroportos de um controlo
que, até então, não tinham ou estavam em risco de o perder, devido aos custos associados
com este serviço.
Uma das grandes vantagens, além das já referidas, é a redução dos custos associados com
esta operação, aliado à possibilidade da otimização dos recursos humanos associados a
cada turno, podendo cada controlador de tráfego operar mais do que 1 aeroporto ao
mesmo tempo, caso o número de movimentos se adeque a tal.
É com isto que se torna importante o estudo desta solução em Portugal, pois existe um
elevado número de aeroportos que, tendo controlo da pista, tal pode não ser
economicamente viável. O estudo incidirá sobre um projeto da NAV Portugal, que está
para implementar esta solução em algumas ilhas do arquipélago dos Açores. Será feita
uma análise à viabilidade desta solução, tendo em conta o número de movimentos, o
número de controladores de tráfego aéreo associados a cada aeroporto e, por fim será
feita uma análise económica.
Este estudo permitiu entender que a implementação desta solução no arquipélago dos
Açores era viável, quer a nível operacional, onde se verificam uma melhoria na alocação
de recursos humanos em cada turno, quer a nível económico, onde a partir de um modelo
de aproximação de custos se entendeu que os gastos relacionados com as torres de
controlo remotas eram inferiores quando comparado com a solução tradicional.
Remote control towers are the latest evolution in air traffic control at airport level. These towers replace traditional air traffic control towers, moving the airport's air traffic controllers to a remote location called a remote control center. This concept was introduced with the main aim of combating the shortage of air traffic controllers, as well as making it possible to provide several airports with control that, until then, they didn't have or were at risk of losing, due to the costs associated with this service. One of the great advantages, in addition to those already mentioned, is the reduction in costs associated with this operation, coupled with the possibility of optimizing the human resources associated with each shift, with each traffic controller being able to operate more than 1 airport at the same time, if the number of movements is appropriate. This makes it important to study this solution in Portugal, as there are many airports where having runway control may not be economically viable. The study will focus on a project by NAV Portugal, which is about to implement this solution on some islands in the Azores archipelago. An analysis will be made of the viability of this solution, considering the number of movements, the number of air traffic controllers associated with each airport, and finally an economic analysis. This study showed that implementing this solution in the Azores archipelago was feasible, both at an operational level, where there was an improvement in the allocation of human resources to each shift, and at an economic level, where a cost approximation model showed that the costs related to remote control towers were lower than the original solution.
