O transporte aƩreo Ʃ considerado ainda nos dias de hoje, o meio de transporte de
massa/passageiros mais seguro.
Desde que começou como uma atividade comercial, a indústria da aviação passou por
vĆ”rias mudanƧas em termos da seguranƧa operacional, quer a nĆvel tĆ©cnico, humano,
organizacional e ambiental.
O presente trabalho pretende dar a conhecer a todos a temÔtica do Sistema de Gestão da
SeguranƧa Operacional (SMS ā Safety Management System). A sua estrutura Ć© composta
por 4 elementos e 12 componentes, cujas diretrizes, normas e regulamentos a nĆvel do
transporte aéreo mundial, são estabelecidos pela ICAO (International Civil Aviation
Organization).
Como um dos Estados membros da ICAO, a implementação/execução do SMS no setor
aeronƔutico de Cabo Verde, Ʃ uma obrigatoriedade.
Numa primeira fase tinha-se como objeto de estudo para esta dissertação, o SMS e a sua
implementação nos quatro Aeroportos Internacionais de Cabo Verde, um Operador
Aéreo, uma Organização de Manutenção Aprovada (OMA) e um Operador de TrÔfego e
Navegação Aérea, com o objetivo principal de analisar a sua evolução, através do GAP
Analysis e o Plano de Implementação. Contudo tal nĆ£o foi possĆvel, pois as informaƧƵes
solicitadas não chegaram em tempo útil. Deste modo, o estudo estendeu-se apenas aos
Aeroportos.
Após uma avaliação minuciosa de informações recolhidas a partir do questionÔrio
lanƧado aos colaboradores, foi feita uma anƔlise SWOT e TOWS, identificando pontos
fortes e fracos, oportunidades e ameaças, relativamente ao processo de implementação
do SMS na prƔtica.
Destas anƔlises concluiu-se que, os maiores obstƔculos relativamente ao sistema do SMS
nos Aeroportos de Cabo Verde, incidem sobre a cultura de reporte, e a falta de recursos
humanos devidamente qualificados em matéria de Safety. Onde, a própria cultura do
paĆs e a situação económica e financeira dos operadores aĆ©reos, podem ser a causa destas
dificuldades. Contudo, tais situaƧƵes podem ser vistas como oportunidades de investimento, para
formação de pessoas especializadas na Ôrea. O que seria uma mais valia para o
desenvolvimento seguro e sustentĆ”vel do sector aeronĆ”utico do paĆs.
Air transportation is still considered the safest way of mass/passenger transport. Since it initiated as a commercial activity, the aviation industry has undergone several changes in terms of safety, both technical, human, organizational and environmental. This paper aims to introduce everyone to the subject of the Safety Management System (SMS). Its structure contains 4 elements and 12 components, whose guidelines, norms, and regulations at a worldwide transportation level, are established by ICAO (International Civil Aviation Organization). As an ICAO member state, the enforcement of SMS in Cape Verde's aeronautical sector is mandatory. In a first phase, the object of study for this dissertation was the SMS and its implementation in four Cape Verdeās International Airports, one Air Operator, one Approved Maintenance Organization (AMO) and one Air Traffic and Navigation Operator, with the primary purpose of analyzing its evolution, through GAP Analysis and Implementation Plan. However, this was not possible because the requested information did not arrive in a timely manner. Thus, the study was extended to Airports only. After an exhaustive evaluation of information gathered from the questionnaire launched to employees, a SWOT and TOWS analysis was performed, identifying strengths and weaknesses, opportunities, and threats, regarding the SMS implementation process in practice. From these analyses, it was concluded that the major obstacles regarding the SMS in Cape Verde Airports are related to reporting culture and the lack of properly qualified human resources in safety matters. The country's culture itself and the economic and financial situation of the airline operators may be the cause of these difficulties. However, such situations can be viewed as an investment opportunity for the training of specialized persons in the field. This would be an added value for the safe and sustainable development of the country's aviation sector.
