Cada vez mais, a Europa está a adotar tecnologias digitais para melhorar, modernizar e
otimizar os serviços de saúde. Por isso, torna-se importante investigar as barreiras à
inovação nos serviços de saúde europeus. Assim, o objetivo desta investigação consiste
em analisar as barreiras que dificultam o processo de inovação dos serviços prestados
pelas organizações de saúde e, destas barreiras analisar quais as que têm maior
influência na inovação, respondendo à seguinte questão de investigação: “Quais são as
principais barreiras à inovação dos serviços do setor da saúde Europeu?”
Para isso, recorreu-se ao questionário da Flash Eurobarometer 486 (SMEs, Start-ups,
Scales-ups and Entrepreneurship), para analisar as barreiras à inovação dos serviços de
saúde na União Europeia (UE). Foram analisados os dados de 468 empresas de 27
países estados-membros da UE, utilizando o modelo de regressão logística visando
analisar a influência das barreiras na propensão para inovar das empresas europeias.
Das barreiras estudadas constatou-se que a falta de infraestruturas tecnológicas, a
dificuldade em prever a resposta de mercado e o ambiente legal ou administrativo têm
maior impacto na capacidade de inovar das empresas de saúde da UE.

It is therefore important to investigate the barriers to innovation in European health services. Thus, the aim of this research is to analyse the barriers that hinder the process of innovation in the services provided by healthcare organizations and, of these barriers, to analyse which have the greatest influence on innovation, answering the following research question: "What are the main barriers to innovation in European healthcare services?"
