Abstract(s)
O crescimento exponencial das cidades e a ausência de desenho do espaço público
desencadearam espaços urbanos desprovidos de identidade, muitas vezes sem qualidade
arquitetónica, desintegrados a nível urbanístico e, consequentemente, a nível social.
Paralelamente, verifica-se um interesse sobre questões relativas à habitação de interesse
social e ao espaço público.
Em Portugal, ao longo dos últimos anos, verificam-se diversas iniciativas que visam
melhorar as condições espaciais e sociais em territórios vulneráveis. O Bairro das
Nogueiras, em Teixoso, na Covilhã apresenta-se como um complexo habitacional de cariz
social constituído por 4 edifícios com 134 habitações. O contexto no qual está inserido é
referido ao longo da investigação como a “periferia da periferia”, conceito que remete
para um lugar bastante desarticulado da urbe, um espaço desencontrado, um local
interior na localização geográfica, mas também nas conexões que estabelece com a
envolvente.
Tornam-se evidentes várias debilidades, tanto em termos do próprio desenho do espaço,
e inserção na malha urbana envolvente, como da falta de estruturas que fomentem o uso
do espaço exterior por parte da comunidade. Torna-se assim necessário intervir
profundamente no espaço público, através de uma perspetiva crítica sobre algumas
premissas adotadas no projeto urbano, as quais geraram um lugar com défice de
vivências.
Com base neste enquadramento, a presente dissertação pretende desencadear um
conjunto de transformações - “metamorfoses” - no espaço comum, as quais se
consideram determinantes para gerar usos, dinâmicas e sinergias entre a comunidade
que ali reside, mas também, desejavelmente, de fora. Para tal, pretende-se reabilitar o
limite entre o Bairro e a Ribeira da Atalaia, ou seja, a faixa entre o espaço construído e o
espaço natural envolvente. Desta forma, procede-se à criação de diversas estruturas de
utilização coletiva, com usos intermitentes que convidam a comunidade e dignificam o
território do bairro e a sua envolvente natural. Torna-se então fundamental entender a
história e os antecedentes do bairro das Nogueiras, quem o habita, quem o visita (e quem
não o visita). Trata-se, no fundo, de compreender como a arquitetura e o desenho do
espaço podem influenciar as relações sociais e a identidade urbana de um lugar.
The exponential growth of cities and the absence of public space design have triggered urban spaces devoid of identity, often without architectural quality, disintegrated at an urbanistic level and, consequently, at a social level. At the same time, there is an interest in issues relating to social housing and public space. In Portugal, over the last few years, there have been several initiatives aimed at improving spatial and social conditions in vulnerable territories. Bairro das Nogueiras, in Teixoso in Covilhã is a social housing complex consisting of 4 buildings with 134 homes. The context in which it is inserted is referred to throughout the investigation as the “periphery of the periphery”, a concept that refers to a place that is quite disconnected from the city, a mismatched space, an inner place in terms of geographic location, but also in the connections it establishes with the surroundings. Several weaknesses become evident, both in terms of the drawing of the space itself, and insertion in the surrounding urban mesh, as well as the lack of structures that encourage the use of outdoor space by the community. Thus, it becomes necessary to deeply intervene in the public space, through a critical perspective on some assumptions adopted in the urban project, which generated a place with an absence of experiences. Based on this framework, the present dissertation intends to trigger a set of transformations - “metamorphoses” - in the common space, which are considered decisive to generate uses, dynamics and synergies between the community that resides there, but also, desirably, from outside. To this end, the aim is to rehabilitate the limit between the neighbourhood and Ribeira da Atalaia, that is, the strip between the built space and the surrounding natural space. In this way, several structures for collective use are created, with intermittent uses that invite the community and dignify the neighbourhood’s territory and its natural surroundings. It then becomes essential to understand the history and background of the Nogueiras neighbourhood, who lives there, who visits it (and who doesn't). Basically, it is about understanding how architecture and space design can influence social relations and the urban identity of a place.
