Abstract(s)
A dependência energética europeia, as mudanças de clima recentes, os efeitos nocivos para a saúde pública e para o ambiente provocados pelo consumo de combustíveis fosseis e a crise na zona euro são fatores de preocupação que nos remetem para a necessidade de mudar o panorama energético europeu. Como os edifícios representam 40% do consumo total de energia na união europeia, torna-se vital aumentar a sua eficiência energética. Nesta sequência, surge a Diretiva n.º 2010/31/EU, que regula o desempenho energético nos edifícios europeus, bem como a sua transposição para o Direito Português, o Decreto-Lei n.º 118/2013, contendo os Regulamentos de Desempenho Energético dos Edifícios e o Sistema de Certificação Energética dos Edifícios.
Na União Europeia, os edifícios públicos são apontados como aqueles que devem dar o exemplo, portanto neste trabalho apresenta-se o estudo de dois casos de piscinas municipais cobertas. Foi elaborado um levantamento dos equipamentos dos edifícios estudados, bem como dos seus consumos de energia. No fim deste trabalho, são propostas medidas de redução de consumos energéticos para os edifícios estudados e apresenta-se um estudo da capacidade de amortização do investimento necessário.
The european energy dependence, the recent climate changes, the harmful effects to the public health and to the environment caused by the consumption of fossil fuels, and the euro zone crisis are concern factors that refer us to the need to change the european energetic scene. Since buildings represent 40% of the total energy consumption in the European Union, it is vital to increase buildings energy efficiency. As a consequence, there has been approved the Directive 2010/31/EU, which rules the energetic performance in european buildings, as well as its transposition to the Portuguese Law, the Decree-Law no. 118/2013, containing the Energetic Performance Regulation for Buildings and the Energetic Certification System for Buildings. Among the european community, public buildings are pointed as the ones which may serve as an example, therefore this paper presents two case studies referring to indoor public swimming pools. There has been made an equipment survey, as well as an energy consumption survey, both referring to the studied buildings. In the end part of this paper, we propose measures to decrease the energy consumption of the studied buildings and we present a study of the amortization capacity of the investment needed.
