Abstract(s)
A presente dissertação aborda questões como o associativismo local, as políticas
culturais de ação local e o desenvolvimento local. O seu objetivo é perceber se as políticas
culturais de ação local, desenvolvidas no âmbito do associativismo cultural contribuem
para o desenvolvimento e influenciam de forma positiva, neste caso em particular, o
concelho da Guarda. Face à temática mencionada, serão apresentados alguns conceitos de
cultura enquanto herança cultural acumulada ao longo dos anos e que cada indivíduo
agrega. A pesquisa assenta também numa abordagem histórica do conceito, e dos
procedimentos de políticas culturais europeias, nacionais e autárquicas enquanto modo de
relação particular entre cultura, poder local e a esfera cultural das associações. Entender
os processos de desenvolvimento local no âmbito da cultura, implica identificar uma
diversidade de situações associadas às políticas delineadas a nível da política da autarquia
e desenvolvidas no seio das associações culturais do concelho.
Com base nestes objetivos, a metodologia adotada teve como suporte uma
abordagem qualitativa de análise temática. Quanto à técnica de recolha de dados, para
tentar perceber como são planeadas e aplicadas as políticas culturais pelo poder local, a
mesma consistiu-se na realização de uma entrevista ao Senhor Vereador do Pelouro da
Cultura do Município da Guarda, e do mesmo modo, se procedeu com as associações
culturais locais, com mais destaque a nível cultural e artístico, em que foi solicitada uma
entrevista a dirigentes ou colaboradores com mais envolvimento cultural nas
coletividades.
O material recolhido permite caracterizar as políticas culturais do concelho e
possibilita conhecer os contributos que estas têm dado em termos de cultura e de
desenvolvimento local. Indica, principalmente, que as associações culturais devem ser
compreendidas como potenciais parceiros para o desenvolvimento local.
This dissertation addresses issues such as local associations, local action of cultural policies and local development. Its aim is to realize that the cultural policies of local action, carried out under the cultural associations contribute in a positive way to the development and influence, in this particular case, the municipality of Guarda. Given the mentioned theme, some concepts of culture will be presented as a cultural heritage accumulated over the years added by each individual. The research is also based on a historical approach to the concept, and to the procedures of European, national and local cultural policies as a way of particular relationship between culture, local power and the cultural sphere of associations. Understanding local development processes in the context of culture, implies identifying a diversity of situations associated with the policies outlined at the level of the local authority's policy and developed within the cultural associations of the municipality. Based on these objectives, the methodology adopted was supported by a qualitative approach to thematic analysis. As for the data collection technique, in order to try to understand how cultural policies are planned and implemented by the local authorities, a interview was conducted with the Councilor for the Culture Department of the Municipality of Guarda, and in the same way, it was done with cultural associations with more prominence at the cultural and artistic level, in which a interview was requested to managers or employees with more cultural involvement in the communities. The material collected allows to characterize the cultural policies of the municipality and makes it possible to know the contributions they have made in terms of culture and local development. They mainly indicate that cultural associations should be understood as potential partners for local development.
