Abstract(s)
A Base das Lajes, situada na Ilha Terceira, nos Açores, representa um espaço de elevado
interesse geoestratégico, correspondendo este interesse a uma dinâmica centrada nas áreas da
segurança e defesa e no contexto da afirmação da política externa portuguesa.
A presente dissertação centra-se no estudo e na análise da relevância estratégica da Base
das Lages no quadro político internacional, permitindo efetuar uma ponte entre a vertente
histórica, associada à relação de Portugal com o Atlântico e uma vertente mais recente, centrada
nos desafios económicos e estruturais da Base, nos quais se engloba o potencial interesse chinês na
utilização da Base.
Partindo de uma perspetiva legal (abordagem aos acordos de concessão de facilidades e
direitos de utilização da Base por parte de Portugal à Inglaterra e aos Estados Unidos) e tendo em
consideração o quadro político e geoestratégico internacional, recorre-se a uma abordagem
iminentemente qualitativa e de âmbito descritivo para estudar o papel da Base das Lages na tripla
vertente: interesse estratégico de Portugal; interesse estratégico dos EUA e interesse estratégico da
China.
Os sinais de desinvestimento dados pelos EUA constituíram um importante instrumento de
intensificação das possibilidades de utilização alternativa da Base, verificando-se uma aposta do
Estado chinês em equacionar a utilização da Base das Lages no contexto industrial, económico,
político, diplomático, nomeadamente no contexto da Nova Rota da Seda.
The Lajes Base, located on Terceira Island, in the Azores, represents a space of high geostrategic interest, corresponding to a dynamic centred on the areas of security and defence and in the context of the affirmation of Portuguese foreign policy. This dissertation focuses on the study and analysis of the strategic relevance of the Lages Base in the international political framework, allowing a bridge between the historical aspect, associated with Portugal's relationship with the Atlantic and a more recent aspect, centred on the economic and structural challenges of the Base, which includes the potential Chinese interest in the use of the Base. Starting from a legal perspective (approach to the agreements granting facilities and rights of use of the Base by Portugal to England and the United States) and taking into account the international political and geostrategic framework, an imminently qualitative and descriptive approach is used to study the role of the Lages Base in the triple aspect: strategic interest of Portugal; strategic interest of the USA and strategic interest of China. The signs of disinvestment given by the USA were an important instrument for intensifying the possibilities of alternative use of the Base, with the Chinese State investing in considering the use of the Lages Base in the industrial, economic, political and diplomatic context, namely in the context of the New Silk Road.
