Abstract(s)
Com o objectivo de tornar o sector hospitalar público português mais eficiente, iniciou-se na década de 2000 uma mudança organizacional em alguns hospitais assente num modelo de gestão empresarial denominado por Nova Gestão Publica. O indivíduo no seio do processo adquire um novo estatuto e a reforma altera aspectos no relacionamento entre o indivíduo e a instituição que afectam e influenciam a satisfação profissional dos funcionários.
Tomando como dimensões da mudança organizacional ocorrida em meados da década de 2005 em alguns hospitais: a autonomia profissional, a responsabilidade profissional, a diferenciação profissional, a mudança na carreira profissional e no regime retributivo e o compromisso de gestão, pretende-se pelo presente estudo discernir, numa população de enfermeiros a
trabalharem numa instituição hospitalar com regime jurídico de Entidade Publica Empresarial que resulta da Nova Gestão Pública, o seu efeito o sentido da sua influência na satisfação profissional desses mesmos funcionários.
Através da realização de um inquérito a uma amostra da população em causa e após análise
estatística dos dados, baseado num modelo de análise construído após pesquisa bibliográfica, verifica-se que a autonomia profissional, a responsabilidade profissional e a diferenciação profissional criam satisfação profissional aos enfermeiros. Em sentido contrário a mudança
relativa ao regime retributivo e à carreira profissional influenciam de modo negativo a
satisfação profissional. Na dimensão relativa ao compromisso de gestão as respostas são muito influenciadas por alguns dos seus indicadores. Cria satisfação a procura de eficiência, mas é rejeitado a flexibilização de horário e a rotatividade do posto de trabalho.
Os profissionais sentiram a mudança, considerando-a pouco benéfica e sem um efeito positivo significativo.
Ressalva-se no entanto que estas diferentes dimensões são afectadas por aspectos intrínsecos e que existem aspectos favoráveis e outros menos favoráveis que influenciam o conjunto dos resultados.
Conclui-se que a mudança organizacional ocorrida no contexto da Nova Gestão Pública afecta a satisfação profissional dos enfermeiros a exercerem funções em instituição hospitalar EPE e a influencia tendencialmente de forma negativa.
With the aim of making the Portuguese public hospital sector more efficient, began in the 2000 an organizational change in some hospitals based on a corporate management model named by New public management. The individual within the process acquires a new Statute and reform alters aspects in the relationship between the individual and the institution that affect and influence the employee job satisfaction. Taking as dimensions of organizational change that occurred in mid-2005 in some hospitals: professional autonomy, professional responsibility, the professional differentiation, the change in career and in a compensation scheme and the commitment of management, is intended by this study to discern, in a population of nurses to work in a hospital institution with legal status for Business Publishes Entity that results from New public management effect the direction of their influence on job satisfaction of employees. By conducting a survey to a sample of the population concerned and after statistical analysis of data, based on an analysis model built after bibliographic search, it appears that the professional autonomy, professional responsibility and the professional differentiation create job satisfaction to nurses. In the opposite direction change concerning compensation and professional career negatively influence job satisfaction. In the dimension on the commitment of management responses are greatly influenced by some of its indicators. Demand satisfaction creates efficiency, but is rejected the relaxation time and job rotation. The professionals felt the change, considering the little beneficial and without a significant positive effect. Caveat-If however that these different dimensions are affected by intrinsic aspects and that there are favourable and other less favourable aspects that influence the set of results. It is concluded that the organizational change that occurred in the context of the new public management affects the professional satisfaction of nurses to exercise functions in hospital institution EPE and influences tend to be in a negative way.
