O objectivo da realizaĆ§Ć£o desta dissertaĆ§Ć£o Ć© possibilitar a disponibilizaĆ§Ć£o de um manual de apoio a futuros profissionais que venham a laborar na vertente de FiscalizaĆ§Ć£o de Obras PĆŗblicas no inĆcio da sua actividade profissional, bem como a consulta por profissionais mais experientes.
Pretende demonstrar-se as dificuldades que os profissionais de engenharia, apĆ³s a conclusĆ£o dos seus estudos, encontram no mercado de trabalho de FiscalizaĆ§Ć£o de Obras.
A FiscalizaĆ§Ć£o de Obras Ć© uma actividade que exige a aplicaĆ§Ć£o dos conhecimentos tĆ©cnicos
adquiridos durante os estudos no curso de Engenharia e tambĆ©m obriga os profissionais a fazer uma constante actualizaĆ§Ć£o de conhecimentos tĆ©cnicos de forma a responder Ć s necessidades do dia-a-dia. Este trabalho, tambĆ©m serve de apoio e incentivo aos recĆ©m-licenciados de modo a poderem exercer a sua actividade nesta Ć”rea, demonstrando que o Engenheiro Fiscal tem um papel muito importante nas Empreitadas PĆŗblicas, uma vez que Ć© o mediador entre as vĆ”rias entidades intervenientes numa Empreitada.
Ao longo do trabalho Ć© feita uma breve descriĆ§Ć£o do papel e do interesse da FiscalizaĆ§Ć£o nas Empreitadas de Obras PĆŗblicas, a sua evoluĆ§Ć£o histĆ³rica no que respeita a conceitos e normativas
legais, Ć© efectuado um levantamento estatĆstico das principais empresas de FiscalizaĆ§Ć£o existentes a nĆvel nacional, faz-se um enquadramento de uma prestaĆ§Ć£o de serviƧos de FiscalizaĆ§Ć£o de Obras na norma ISO 9001/2008 e descrevem-se de forma mais pormenorizada as tarefas e os procedimentos efectuados no Ć¢mbito de uma prestaĆ§Ć£o de serviƧos de FiscalizaĆ§Ć£o de Obras PĆŗblicas. Tiram-se algumas conclusƵes e deixam-se algumas sugestƵes de desenvolvimento do tema.
The objective of completing this work is to enable the provision of a manual to support future professionals who will work in the Surveillance of Public Works. This text is useful to beginners and to more experienced professionals. The intention is demonstrate the problems that engineering professionals, after completion of their studies, are in the labor market for Inspection of Works. The Supervision of Works is an activity that requires the application of technical knowledge acquired during the course of studies in Engineering and also forces the professionals to acquire a constant updating of technical knowledge. This work also serves as the support and encouragement to graduates so that they can pursue their activities in this area, demonstrating that the professional of supervision has an important role in public procurement, since it is the mediator between the various entities involved in a contract. This text gives a brief description of the role and interests of the Supervision Professional in Public works, describes the historical development of supervision of public work in Portugal, describes the principals Supervision Companies existing in Portugal, describe the guidelines to certificate a Supervision Company in the ISO 9001/2008, and is described in more detail the tasks and procedures carried out under a provision of Supervision of Public Works. Draw some conclusions and let some suggestions for developing the theme.
