Abstract(s)
O crescente aumento demográfico e a pressão das atividades humanas sobre o território atingem níveis sem precedentes. Tal facto contribui para um maior número de ocorrências de catástrofes e de maior exposição a todos os riscos. Agir ao nível da prevenção é fulcral, por forma a reduzir perdas e prejuízos, humanos, ambientais e económicos. Contudo, para se intervir com o propósito de mitigar e prevenir, é necessário iniciar todo um processo de aquisição de conhecimento abrangente e pluridisciplinar, integrante de distintas áreas do saber.
O presente estudo caracteriza o território do concelho da Covilhã, desde os atributos físicos aos socioeconómicos; percorre e descreve especificidades que contribuem para a definição da vulnerabilidade social, compreendendo a sua dimensão e a distribuição que assume pelas freguesias do concelho. Identifica ainda e avalia os riscos existentes com expressão através da aplicação de metodologias, hierarquizando-os consoante o grau de risco que representam.
Consiste assim num documento que, após descrever a realidade do concelho da Covilhã e proporcionar dados concretos sobre os riscos com maior expressão no concelho, culmina com a apresentação de medidas preventivas e ações de mitigação específicas, não obstante de possibilitar a criação de outras políticas e estratégias eficazes, capazes de fomentar a cultura de risco na sociedade.
The increasing demographic growth and the pressure of human activities over the territory have achieved unprecedented levels. Such fact contributes to a greater number of disaster occurrences, as well as a greater exposition to all risks. Acting on a preventive level is key, in a way to reduce losses and damage, human, environmental and economical. However, to intervene with a mitigation and prevention purpose, one must initiate a full process of acquisition of a comprehensive and multidisciplinary knowledge, constituent of several expertise areas. The present study characterizes the territory of the municipality of Covilhã, from physical to socioeconomical attributes; it traverses and describes specificities that contribute to the definition of social vulnerability, understanding its dimension and the distribution it assumes through the local parishes. It also identifies and assesses the relevant existing risks by the application of methodologies, ranking them in means of the risk degree they pose. Therefore, it consists in a document that, after describing the reality of the municipality of Covilhã and providing factual data about the risks with most relevance in the county, culminates with the presentation of preventive measures and particular actions of mitigation, regardless of enabling the foundation of other effective politics and strategies, able to promote the risk culture in the society.
