Esta pesquisa analisa o processo de proposição, validação e definição do projeto
urbanístico e paisagístico do Jardim do Caracol da Penha situado num terreno
pertencente à Câmara Municipal de Lisboa, quanto ao aspecto do planeamento urbano e
da participação da sociedade civil neste processo. Esta investigação visa levantar
argumentos que levem à compreensão de processos específicos do planeamento do
espaço público da cidade de Lisboa, assim como da capacidade de organização e ação da
sociedade na luta pelo seu direito à cidade na atualidade.
Inicialmente, realiza-se um enquadramento teórico sobre três campos temáticos
articulados para a abordagem do objeto, com o intuito de fundamentar a pesquisa
realizada: a participação, o planeamento e as redes do tecido social. Em seguida, faz-se
um enquadramento das condições e dimensões da participação da sociedade no processo
do Jardim do Caracol da Penha, enfatizando os agentes sociais que se mobilizaram e
participaram do processo e as estratégias utilizadas. Depois, analisam-se as redes do
tecido social constituídas no decorrer do processo, identificam-se os níveis de
comunicação e as linguagens presentes nas estratégias utilizadas. Por fim, as
considerações finais voltam-se para um balanço dos resultados alcançados pelas
estratégias de participação utilizadas ao longo dos processos estudados.
This research analyzes the process of proposition, validation and definition of Jardim do Caracol da Penha urban and landscape project, located in a terrain owned by Lisbon City Council, regarding, in this process, the aspect of urban planning and the participation of civil society. This analysis aims to raise statements that lead to an understanding of specific public place planning processes’ in Lisbon city, as well as the ability of society to organize and act in the defense of its right to the city, nowadays. Initially, a theoretical framework is carried out on three thematic fields articulated to approach the object, in order to support the research carried out: participation, planning and networks of the social fabric. Then, an approach is made to the conditions and dimensions of society's participation in the Jardim do Caracol da Penha process, emphasizing the social agents who mobilized and participated in the process, and the strategies used. After that, the networks of the social fabric constituted during the process are analyzed, the levels of communication and the languages present in the strategies used are identified. The final considerations turn to an ending balance of the results achieved by the participation strategies used throughout the studied processes.
