Abstract(s)
O presente texto situa-se no âmbito dos estudos culturais. Assim, na primeira parte do
texto, apresenta-se uma breve história da origem e constituição dos estudos culturais e
as primeiras definições de cultura cunhadas por autores dessa área, seguida por um
relato sobre a gênese das políticas culturais ocidentais e os primeiros estudos sobre as
políticas culturais da Unesco. Depois analisamos a trajetória histórica, constitucional,
institucional e financeira das políticas públicas de cultura da Espanha e de Portugal ao
longo do século XX e início do século XXI. É realizado um comparativo do quadro
institucional e do financiamento público da cultura dos principais países da União
Europeia. Por fim, concluiremos com uma análise comparativa exclusiva das políticas
culturais espanholas e portuguesas.
This text is within the scope of cultural studies. Thus, in the first part of the text, a brief history of the origin and constitution of cultural studies is presented, as well as the first definitions of culture coined by authors in this area, followed by a report on the genesis of Western cultural policies and the first studies on cultural policies of Unesco. Then we analyze the historical, constitutional, institutional and financial trajectory of public cultural policies in Spain and Portugal throughout the 20th and early 21st centuries. A comparison is made of the institutional framework and public funding of culture in the main countries of the European Union. Finally, we conclude with an exclusive comparative analysis of Spanish and Portuguese cultural policies.
