Angola enfrenta grandes desafios no âmbito da gestão em saúde. O reduzido número de recursos
humanos qualificados, o pobre financiamento e o sistema de gestão débil, constituem alguns
dos obstáculos a serem ultrapassados. A gestão de recursos materiais é uma tarefa crucial para
o funcionamento das unidades de saúde, as quais devido a complexidade das suas atividades e
à escassez de tais recursos podem ver comprometidas o seu desempenho na prestação de
cuidados de saúde.
Esta pesquisa teve como objetivo geral analisar a relação entre Unidades de Saúde e Escola
Médica face a gestão do aprovisionamento no âmbito da gestão de materiais nas Unidades de
Saúde e prestação de atividades de ensino, no município do Lubango. É uma investigação
qualitativa, descritiva, que se serviu de revisão bibliográfica, recolha documental, inquéritos e
entrevistas para obtenção dos dados.
Os resultados revelaram que as quatro Unidades de Saúde estudadas funcionam num ambiente
instável, caracterizado pela falta de autonomia, irregularidade no abastecimento e carência
financeira, o que compromete a qualidade dos seus serviços. De maneira geral, os responsáveis
pela gestão de materiais não têm as competências necessárias, e embora se elaborem
frequentemente relatórios das atividades, não são usadas ferramentas informáticas de gestão.
Os gestores consideram "boa" a presença dos alunos nas Unidades de Saúde, os quais (devido a
escassez de recursos humanos) contribuem como mão de obra nos diferentes serviços. Embora
se considere como positiva, nenhuma das unidades de saúde tem um meio para aferir a real
influência da presença dos alunos na gestão de materiais. A maioria dos alunos considera que
tem tido um adequado desenvolvimento das competências esperadas pela escola médica.
As Unidades de Saúde funcionam como suporte para a escola médica e esta funciona como um
impulsionador de boas práticas para as Unidades de Saúde. As debilidades encontradas no
Sistema Nacional de Saúde comprometem o funcionamento das unidades de saúde e também
da escola médica.

The management of material resources is a crucial task for the functioning of health facilities, which due to the complexity of their activities and the scarcity of such resources may compromise their performance in health care delivery. This research aimed to analyze the relationship between Health Units and Medical School regarding the management of supplies in the scope of materials management in Health Units and provision of teaching activities in the municipality of Lubango. It is a qualitative, descriptive research that used literature review, document collection, surveys and interviews to obtain data. The results revealed that the four Health Units studied operate in an unstable environment, characterized by lack of autonomy, irregular supply and financial shortage, which compromises the quality of their services. Generally, materials managers do not have the necessary skills, and although activity reports are often compiled, no computerized management tools are used. The managers consider the presence of students in the Health Units as "good", which (due to the scarcity of human resources) contribute as labor in the different services. Although it is considered as positive, none of the health units has means to assess the real influence of the presence of students' presence in materials management. Most students consider that they have had an adequate development of the skills expected by the medical school. Health Units act as support for the medical school and it acts as a booster of good practice for Health Units. The weaknesses found in the National Health System compromise the functioning of Health Units as well as the medical school.
