Tem se verificado, nas últimas décadas, um crescente aumento da migração em todas as partes do mundo, sobretudo de refugiados, que são obrigados a deixarem o respetivo país face a situações de ameaça às próprias vidas, aos seus direitos e à sua liberdade. A Europa, seja pela estabilidade democrática ou pelo nível de vida, tornou-se um polo de atração para os migrantes involuntários que procuram segurança e oportunidades para recomeçarem as suas vidas. Em 2015, o agravar dos conflitos no Médio Oriente e no Norte da África desencadeou a fuga em massa de milhares de pessoas e despertou a consciência coletiva para o drama dos refugiados. Confrontados com o maior e mais desafiador fluxo migratório desde a Segunda Guerra Mundial, a União Europeia está sob forte pressão no sentido de lidar com a crise de refugiados, salvaguardando os interesses nacionais e assegurando os princípios de solidariedade e responsabilidade internacional.
Na tentativa de encontrar soluções conjuntas e eficazes para lidar com o grande contingente de refugiados que entraram na Europa, teve lugar em junho de 2015 o Conselho Europeu, onde foi decidido um esquema de emergência temporário de relocação e reinstalação destes cidadãos. Nesse sentido, Portugal comprometeu-se a acolher um total de cerca de 10.000 pessoas refugiadas. Através do estudo exploratório e por meio da análise descritiva, procuraremos mapear as políticas de acolhimento portuguesas e comparar a disponibilidade de acolhimento e as estratégias de integração.
Portugal tem exercido um papel relevante no acolhimento de refugiados e mostra-se engajado em cooperar com a União Europeia na partilha das responsabilidades sobre os migrantes involuntários que têm entrado na Europa. Mas será que tem integrado os refugiados de uma forma eficiente? Importa referir que é fundamental pensar em medidas de integração dos refugiados na sociedade portuguesa, pautadas no empoderamento e emancipação do indivíduo, com a garantia do pleno gozo dos direitos sociais, políticos e económicos.
In recent decades there has been a growing increase in migration in all parts of the world, especially refugees, who are forced to leave their country in the face of situations that threaten their lives, their rights and their freedom. Europe, whether for democratic stability or living standards, has become a attraction pole for involuntary migrants seeking security and opportunities to start over. By 2015, the worsening of conflicts in the Middle East and North Africa triggered the mass flight of thousands of people and awakened the collective consciousness of the refugee drama. Faced with the greatest and most challenging migratory flow since World War II, the European Union is under strong pressure to deal with the refugee crisis, safeguarding national interests and ensuring the principles of solidarity and international responsibility. In an attempt to find joint and effective solutions to deal with the large contingent of refugees who entered Europe, the European Council took place in June 2015, where a temporary emergency scheme for the relocation and resettlement of these citizens was decided. In view of this, Portugal has undertaken to welcome a total of about 10,000 refugees. Through the exploratory study and through the descriptive analysis, we will try to map the Portuguese host policies and compare host availability and integration strategies. Portugal has played an important role in welcoming refugees and is committed to cooperating with the European Union in sharing responsibilities for involuntary migrants who have entered Europe. But has Portugal integrated the refugees in an efficient way? It is important to mention that it is fundamental to think of measures to integrate refugees into Portuguese society, based on the empowerment and emancipation of the individual, with the guarantee of the full enjoyment of social, political and economic rights.
